Under the direction of the Recreation Administrator, the incumbent will be responsible for work in the development and conduct of diversified recreation programs and services conducted in parklands, recreation centers, playgrounds, and at other localities within the community. Oversee management of facilities and operations. Responsible supervisory recreation work in coordinating and overseeing facility operations, special events, athletics, recreation programs throughout the community, marketing of Parks and Recreation Services, sponsorships, public relations, and supervisory activities. Facilitates the development of public trust and confidence in the City.
WORKS A VARIED SHIFT INCLUDING EVENINGS, WEEKENDS AND HOLIDAYS.
This position is considered an "Essential Position" for the purpose of Emergency Management. Emergency duties will be assigned as needed. This position requires 24 hours a day, 7 days per week availability during City of Port St Lucie emergencies, as determined by City Administrators, Emergency Manager or City Officials.
ESSENTIAL DUTIES

Responsible for supporting and monitoring evaluation processes, including planning, training, evaluation and analysis, for programs, leagues and events.
Develop a broad range of additional recreational programs and events to include youth, teens, adults, seniors, and special needs participants.
Research and develop alternative programs and event sites,
Direct and implement broad variety programs of recreation activities and services for the citizens of the community in accordance with their varied interests.
Recommend the hiring of staff members, monitors and evaluates their work, subject to personnel policies of the department and with the approval of the Recreation Administrator
Develop, compile and remain current with Standard Operating Procedures for department.
Guide and coordinate department toward successful accreditation through CAPRA.
Receives, reviews, prepares and/or submits a variety of documents such as purchase requisitions, grants, schedules, budget requests, communication requests forms, Leisure Time request forms, and other correspondence, etc., for approval by Recreation Administrator.
Serves as an oversight of all athletic programs to ensure compliance with the departmental mission of quality municipal recreation for all participants.
Promotes, markets department services, solicits business sponsors and develops sponsorship packages.
Assists in the evaluation of the effectiveness of recreation/administrative areas, facilities, and services in terms of their fulfilling the needs of the citizens and community. Studies local conditions and develops immediate and long-range plans to meet recreational needs of all age groups.
Develop a youth outreach program to achieve and implement quality youth recreational programming for community.
Assemble and maintain pertinent records and other information.
Plan a staff development program on a continuing basis with the assistance of the Recreation Administrator.
Serve as a liaison with Parks staff in coordinating recreation activities within the parks.
Provide effective leadership and direction in the administration of recreation services, delegating authority to line personnel commensurate with their assigned responsibility and capability.
Direct a program or plan of action commensurate with the budget regarding recreation services
Serve as a consultant in the recreation expertise area to local organizations and groups within the community.
Participate in the formulation of policy regarding facility use and other agency policies.
Assist in the promotion of recreation services and development of marketing strategies for the Division.
Manage facilities, including budget, rentals, programming and scheduling.
Recommend all policies and procedures for the center for approval by Recreation Administrator or Department Director.
Maintain equipment and facilities by performing manual labor, painting and semi-skilled work
Set up chairs and tables for meetings and clear areas after meetings
Determines appropriate responses to problems and emergencies.
Other duties as may be assigned.
SUPERVISORY RESPONSIBILITIES
Carries out supervisory responsibilities in accordance with the City’s policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

EDUCATION AND/OR EXPERIENCE
Graduation from an accredited college or university with a Bachelor’s Degree in Recreation or a related field required. Three (3) years of successful experience in professional recreation work, two (2) of which were in a supervisory capacity required.
A comparable amount of training, education or experience may be substituted for the minimum qualifications.
CERTIFICATES, LICENSES, REGISTRATIONS
Possession of valid driver’s license and maintenance of clean driving record required with the ability to obtain a valid Florida driver’s license within 30 days from date of hire.
Certified Park & Recreation Professional (CPRP) or Certified Park & Recreation Executive (CPRE) preferred.
CPR/AED certification required to be obtained within 270 days from date of hire.
Knowledge of the philosophy and objectives of public recreation.
Knowledge of the purpose, use and benefit of sports, performing arts, special interest activities and all other activities within the scope of the Recreation Division.
Knowledge of facility maintenance (floors, walls, gymnasium equipment, interior and exterior of the building).
Knowledge of planning, organizing and supervising recreation leagues and programs
Knowledge of the application of psychology and sociology to municipal recreation work.
Knowledge of the methods and procedures involved in budget preparation and administration.
Knowledge of personnel practices, interviewing techniques and of general business management.
Knowledge of the relationships of different parklands and recreation facilities’ uses and of the economic factors influencing their development.
Ability to establish and maintain effective working relationships with City employees and the public.
Ability to plan, organize, schedule and monitor staff work capabilities and progress of various programs and services conducted at various parks and recreation facilities under the Department’s jurisdiction.
