The Supervising Nurse Surveyor provides leadership and direct supervision to nursing surveyors responsible for conducting licensing and certification surveys, complaint investigations, and enforcement activities. The incumbent oversees staff performance, ensures compliance with state and federal regulatory requirements, supports workforce development through training and mentoring, and collaborates with district leadership to implement program goals. This position plays a key role in ensuring consistent application of regulatory standards, supporting survey quality, and coordinating legal and enforcement processes.
Key Responsibilities
Provides supervision and leadership to field and office staff by directing hiring, orientation, training, performance evaluations, counseling, and corrective action processes.
Establishes and monitors individual performance goals, ensuring staff remain current in all program responsibilities and regulatory updates.
Provides direct oversight to newly hired Nurse Surveyors (NSs), schedules and tracks participation in New Surveyor Academies, and mentors new staff to develop core competencies in the survey process.
Monitors new NSs’ progress toward completing required training and successfully passing the Surveyor Minimum Qualifications Test (SMQT).
Consults with and guides NSs through investigatory processes, professional decision?making, and preparation of written survey documents, including citations, complaints, and field reports.
Reviews, evaluates, and monitors work products submitted by assigned personnel to ensure accuracy, completeness, and compliance with program standards.
Oversees and coordinates enforcement activities, including citation issuance, adverse actions, and the preparation and presentation of cases in collaboration with the Office of the Attorney General and the Office of Legal Services.
Provides ongoing education, direction, and technical guidance to staff to ensure understanding of licensing and certification responsibilities and regulatory changes.
Participates in statewide training supervisor meetings, contributes to agenda items, and communicates key updates to the District Manager and District Administrators.
Engages in district office management team activities at the direction of leadership and contributes to planning and decision?making processes.
Ensures assigned healthcare facilities/entities maintain proper licensing and certification status in accordance with state and federal laws, regulations, and departmental policies.
Promotes positive public relations by maintaining professional communication with healthcare providers, community stakeholders, and members of the public.
Assumes district office responsibilities in the absence of the District Manager/Administrator, including responding to calls from headquarters, complainants, and providers, and issuing official correspondence.
Performs other job?related duties as assigned.
Strong knowledge of state and federal licensing and certification regulations, investigative procedures, enforcement processes, and health facility operations.
Demonstrated leadership experience, including supervision, coaching, mentoring, staff development, and performance management.
Skill in planning, organizing, and coordinating workloads in a fast?paced regulatory environment.
Excellent written and verbal communication skills, including the ability to review, edit, and produce high?quality regulatory documents and reports.
Experience conducting or supervising investigations, complaint reviews, or enforcement actions.
Ability to collaborate effectively with Attorney General staff, legal counsel, district leadership, and interdisciplinary teams.
Strong analytical and decision?making skills, with the ability to interpret regulations and guide staff in consistent application of standards.
Ability to prioritize tasks, manage competing deadlines, and adapt to changing program needs.
