Under the direction of the Assistant Director of Aviation, this position assists in the daily operation of the Rick Husband Amarillo International Airport. Duties include ensuring that the Department of Aviation and its' tenants are in compliance with federal, state, local and/or county regulations for the safe and orderly operation of the airport.
ESSENTIAL RESPONSIBILITIES
Performs daily inspections of airside, landside, and terminal building at the airport to ensure compliance with local, state, and federal regulations.
Establish communication protocols for disseminating critical information to airport staff, passengers, and the public during emergencies.
Have a good understanding of the needs and concerns of the various airport users, including aircraft operators, concessionaires, FBO, and the general public.
Issues notices to airmen (NOTAMs) as required to appropriate agencies through monitoring of airfield conditions and equipment outages.
Develop and implement emergency response plans, drills, and exercises tailored to the specific needs and risks of the airport environment.
Assess and mitigate potential hazards and vulnerabilities within the airport infrastructure and surrounding areas, as defined within an approved Airport SMS.
Monitor and analyze emerging threats and incidents to inform risk assessments and enhance preparedness efforts.
Updates and revises forms, letters of agreement, manuals, plans, and policies and procedures used by the airport to ensure compliance with local, state, and federal regulations.
Implements, develops and maintains programs as required by local, state, and federal regulations.
Develops, coordinates, and provides training as required by local, state, and federal regulations.
Inventory and maintain emergency equipment and supplies.
Maintain relationships with government agencies, community organizations, and other stakeholders to facilitate coordinated response and recovery efforts.
Assists Assistant Director of Aviation with studies and projects involving construction, contracts, maintenance, marketing, planning, public relations, purchasing, and other facets of the department.
Provide leadership and support during emergencies, directing response efforts and coordinating resources to minimize impact and facilitate recovery.
Foster collaboration and communication among government agencies, non-profit organizations, businesses, and other stakeholders, as required, within an approved SMS and AEP.
Performs other job-related duties as assigned.
MINIMUM REQUIREMENTS
Requires a Bachelor’s Degree in Emergency Management, Aviation Management, or a related field, with two years of experience at a commercial service airport preferred. NIMS ICS (National Incident Management System Incident Command System) 100, 200, 300, 400 700, and 800 series training required or ability to obtain within 3 months of hire. American Association of Airport Executives (AAAE) Airport Certified Employee (ACE), ACE Safety Management Systems or ACE Operations required. AAAE Certified Member (CM), ACE Security, Airport Security Coordinator certificate, and Private Pilot's License preferred. Valid Texas Driver’s License required. Must be able to pass a TSA 10 year background check for airport badging.
KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of emergency management principles and the four phases of emergency management (mitigation/prevention, preparedness, response, and recovery.
Knowledge of National Incident Management System (NIMS) & Incident Command System (ICS).
Knowledge of federal, state, and local laws, codes, and regulations, particularly with regard to emergency preparedness and planning.
Skill in using a computer or tablet for data entry, word processing and presentation development.
Skill in using various software packages including Microsoft Office, ESRI, Everbridge, weather monitoring systems, and other industry specific software packages.
Skill using hand tools and test and evaluation equipment, including, but not limited to, measuring wheels, multiple radio systems, tablets and computers, and other small office equipment.
Ability to exercise mental alertness at all times, sound judgment under pressure and in an emergency stressful situation.
Ability to analyze problems identify alternative solutions, project consequences or proposed actions, and implement recommendations in support of goals.
Ability to establish and maintain cooperative working relationships with those contacted in the course of work, including City and other government officials, community groups, the general public, and media representatives.
Demonstrated writing skills in the drafting and updating of detailed manuals, contract specifications, and reports without extensive editing or close supervision.
Ability to organize and host meetings and presentations both in person and via teleconference or video conference.
Excellent oral and written communications, organizational and interpersonal skills.
