General Summary: Under the direction of the Vice President of Finance/CFO, the Comptroller is responsible for the operation and maintenance of the College's financial accounting and reporting systems in accordance with state laws and regulations, College policy, and generally accepted accounting principles.
Duties and Responsibilities:
Serves as the College's primary point of contact for all College audits, including the Single Audit and other grant program audits.
Responsible for the coordination and oversight of financial audit activities.
Responsible for the generation of complete and accurate financial statements from the finance system for the College; responsible for preparing and entering year-end entries into the system for final financial statement preparation, and preparation and/or review of audit schedules.
Responsible for all financial workpapers utilized to complete the audit and expected to update and maintain balanced workpapers for a cohesive workflow during an audit.
Manages and ensures the integrity of the College's accounting and reporting systems.
Responsible for maintaining and managing the user security and profiles for the College's and Foundation's financial system and the user approval records for the College's decentralized purchasing system.
Responsible for updating and maintaining the College's chart of accounts and ensuring the financial system balances.
Responsible for reviewing and approving entries into the general ledger and MMARS system, including journal vouchers, feeds, transfers, various allocations, and year-end postings.
Serves on the College-wide Data Security Team and the Banner User's Group.
Policy and Reporting
Oversees and reviews all finance policies, procedures, and documentation on a regular basis.
Reviews and prepares external financial reporting to ensure conformance with established internal controls and accounting standards and requirements.
Serves as the College's Department Security Officer (DSO) to the State's accounting and reporting systems.
Serves as liaison between the College and the State Comptroller's Office.
Retains a central repository of all external reporting points and a schedule of deadlines.
Implements all new fiscal policies and GASB/FASB's related to financial and business practices of the College.
Participates in the ongoing development of the College's Enterprise Risk Management policy.
Responsible for maintaining the College's Internal Control Policies.
Provides accurate and timely financial information to senior management.
Responds to external reporting requests.
Other Duties and Responsibilities
Develops and promotes banking services and relationships.
Monitors cash flow analysis for the purpose of planning and management of College resources to meet the needs of the College and oversees the cash management activities and is responsible for oversight of the College's investment strategies and activities.
Oversees debt service activities of the College, including bonds used to finance new buildings and financial statement compliance with laws and regulations.
Serves on internal and external committees, groups, and professional associations as needed and appropriate.
Promotes and maintains responsive community relations.
Maintains current knowledge of trends and practices in the field through peer association, attendance at seminars, study, and review of literature.
Supervises the Director of Accounting. Carries out supervisory responsibilities in accordance with Middlesex Community College's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.
Performs other related duties as required.
Duties requires a completion of a Master's degree, five to seven years of related experience, and knowledge of financial auditing, taxes, and finance administration
Knowledge of the College's needs in relation to financial affairs.
Leadership, planning, management, organizational, and supervisory skills.
Extensive experience in accounting and financial service systems.
Extensive knowledge of state and College accounting practices and procedures.
Demonstrated ability to complete auditable financial statements.
Process driven and the ability to identify bottlenecks and build process efficiencies.

Experience using Ellucian Banner preferred

Location: Bedford campus with occasional travel to Lowell as needed
Hours: 37.5 per week, schedule to be determined upon hire. This position will be eligible for a maximum of two days of telework in accordance with the College's telework policy.
