Position Summary: The Deputy Director is a senior executive position in the Allegheny County Health Department and part of the Director’s leadership team. Employee will be responsible for the Bureau of Health Promotion and Disease Prevention of the Allegheny County Health Department, reporting to the Director (or Chief Operating Officer (COO)).
This position plays a pivotal role in advancing ACHD’s mission by leading the development, implementation, and evaluation of county-wide public health promotion and disease prevention initiatives. As a key member of the senior leadership team, the Deputy Director contributes to agency-wide strategic planning, policy development, and high-level decision-making aligned with ACHD priorities such as but not limited to the Plan for a Healthier Allegheny (2023–2027) and the 2022 Community Health Assessment.
The Deputy oversees critical public health units including the Office of Data Reporting and Disease Control, the Overdose Prevention Program, and the Office of Chronic Disease and Injury Prevention, ensuring that each program operates with excellence, equity, and efficiency. This role requires strong expertise in population health, epidemiology, change management, and stakeholder engagement, and includes executive-level oversight of complex public health programming funded by local, state, and federal grants.

Duties:
Oversee the Bureau of Health Promotion and Disease Prevention; supervise staff and provide programmatic support as well as provide leadership in strategic planning, program oversight, and performance management.
Oversee the operations and staff of the Office of Data Reporting and Disease Control, the Overdose Prevention Program, and the Office of Chronic Disease and Injury Prevention.
Direct the development, coordination, implementation, and evaluation of county-wide health promotion and disease prevention programs.
Supervise a team of administrators, epidemiologists, and program managers, ensuring clear delegation, effective training, and performance evaluation.
Work with Lead Epidemiologist to identify opportunities to increase data transparency through interactive dashboards and collaborations with County agencies.
Provide executive analysis and recommendations for the Community Health Assessment and the Plan for a Healthier Allegheny, including annual updates.
Serve as a key advisor to the Health Director and Chief Operating Officer on issues related to population health, prevention strategy, and community-based programming.
Develop public health policies, procedures, and regulations to improve community health outcomes, in collaboration with internal and external stakeholders.
Liaison with academic institutions (undergraduate and graduate) on a variety of projects.
Collaborate with public health partners and other agencies, as appropriate, regarding the jurisdiction’s health indicators, its epidemiologic preparedness and resources to respond to terrorism and other public health emergencies.
Identify and build data resources relevant to departmental priorities; collaborate with delivery systems, other County and city departments, state agencies, and other community organizations to obtain data necessary to monitor the county’s health status.
Work with ACHD programs to ensure quality data collection, analysis and use of data to guide programmatic activities.
Responsible for coordinating local, state, and federal grant applications as appropriate.
Lead the development of budgets, personnel plans, and operational frameworks for the Bureau’s programs.
Responsible for the oversight of time and attendance and payroll submission.
Coordinates departmental programs with other governmental units, agencies and industry.
Functions as a member of the senior leadership team of the Allegheny County Health Department.
Attend conferences and meetings on behalf of the Allegheny County Health Department.
Responds to emergencies as assigned by the Health Department.
Performs other duties as required or requested.

Minimum Requirements:
Bachelor’s Degree in Public Health, Public Administration, Community Health, Health Education, Epidemiology or a field related to Public Health and seven (7) years of experience in public or community health, epidemiology, or related field including four (4) years in management which must include direct supervision of staff.

Master’s Degree in Public Health, Public Administration, Community Health, Health Education, Epidemiology or a field related to Public Health and six (6) years of experience in public or community health, epidemiology or related field including four (4) years in management which must include direct supervision of staff.
