Summary
This position is eligible for the Education Debt Reduction Program (EDRP) - a student loan payment reimbursement program. You must meet specific eligibility requirements per VHA policy and submit your EDRP application within four months of appointment. Program Approval - award amount (up to $200 -000) & eligibility period (one to five years) are determined by the VHA Education Loan Repayment Services program office after review of the EDRP application. Former EDRP participants ineligible to apply.
Qualifications
Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met.
Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy
Education: Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE)
Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited
A doctoral degree in social work may not be substituted for the master's degree in social work
Licensure: Persons hired or reassigned to social worker positions in the GS-0185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level
English Language Proficiency: Social workers must be proficient in spoken and written English in accordance with VA Handbook 5005 - Part II - chapter 3 - section A - paragraph 3j - this part
May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria)
Grade Determinations: Supervisory Social Worker - GS-14 Education and Experience: One year of experience equivalent to the GS-13 grade level
Experience must demonstrate possession of advanced practice skills in a specialty area or in administration demonstrating progressively more professional competency and judgment
Candidate may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship - or equivalent supervised professional experience
Licensure/Certification: Individuals assigned as Supervisory Social Workers must be licensed or certified at the advanced practice level - and must be able to provide supervision for licensure
Demonstrated Knowledge - Skills - and Abilities: In addition to the experience above - the candidate must demonstrate all of the following KSAs: Ability to independently organize work - set priorities - and meet multiple deadlines
Skill in a range of supervisory duties which includes clinical supervision - consultation - negotiation with other departments and quality improvement
Ability to ensure provision of clinical social work services by supervised social workers
Ability to delegate authority - manage priorities - coordinate work - and follow up on pending issues to complete duties in an accurate and timely fashion
Ability to analyze organizational and operational problems - develop and implement solutions that result in efficient operations - and use data effectively to manage workload - quality - performance - and productivity within the service
Ability to provide staff training and development
Preferred Experience: 3 years of Mental Health clinical leadership experience

Implements policies - procedures - and practice guidelines - utilizing in-depth knowledge of the delivery of patient care under the direction of the Program Manager Attends and/or facilitates regularly scheduled treatment team meetings to ensure efficiency and continuity of service delivery
Provides local operational oversight around utilization - book ability - and performance metrics - assures grid accuracy and maintains DSS mapping to meet programmatic expectations
Hires and trains all Program staff at a given site
Establishes guidelines and performance expectations for staff - which are clearly communicated through the formal employee performance management system
Observe employee's performance
demonstrates and conducts work performance critiques
Assure that subordinates are properly trained and fully comply with the provisions of safety regulations
Establish and monitor clinic profiles in terms of availability - utilization and scheduling - and staff productivity
Responsible for keeping both front line staff and MH Leadership informed about site-specific challenges - changes - and concerns
Attend site management meetings and serves as a liaison with delegated authority as needed to address site specific operational concerns
Coordinate with and serves as MH liaison to Telehealth - BDMS - Clinical Informatics - IT and other services as needed in order to facilitate efficient clinical operations and address local problems across programs
Complete assigned Performance Improvement activities at the program - service line and medical center level
Provide public relations and community outreach and education regarding VA care to various social agencies - medical/primary care - legal - housing - and welfare organizations
Participate in root cause analysis and addresses action plan items related to patient safety and patient care issues
Use of the DSM 5-TR to make clinical assessments and develop psychotherapeutic modalities including referral to a psychiatrist for prescription of appropriate medications or clarification of diagnosis
Treatment for mental illness - maladaptive behaviors - and other problems of an emotional nature including establishing a professional relationship with the patient for the purpose of removing - modifying - or retarding existing problems
Serve on committees - as assigned
Other related duties as assigned
