The Lower Tule River & Pixley Irrigation District is seeking a highly organized and detail-oriented Executive Secretary/Board Clerk to provide vital administrative and clerical support to the General Manager and Board of Directors. This position plays a key role in board governance, records management, and public compliance, requiring excellent organizational and communication skills along with knowledge of public agency procedures
Key Responsibilities:
Provide direct administrative support to the General Manager and Board of Directors.
Prepare and distribute Board meeting agendas in compliance with the Brown Act.
Take, transcribe, and maintain accurate Board meeting minutes, resolutions, and official records.
Assist in filing Statements of Economic Interest (Form 700) and ensure compliance with FPPC rules.
Monitor and support compliance with AB 1234 ethics training and state transparency laws.
Maintain secure and accessible filing systems for all governance and operational documents.
Draft letters, reports, and internal communications as needed.
Schedule and coordinate meetings, travel arrangements, and appointments.
Serve as a liaison for field and operational staff, including communication of water service requests.
Answer phone calls, greet visitors, and assist the public in accordance with District policies.
Support document retention policies and assist with public records requests.
Education & Experience:
High school diploma or equivalent, including coursework in office practices and typing.
Minimum five (5) years of increasingly responsible clerical or administrative experience, preferably in a public agency or utility setting.
Desired Skills & Knowledge:
Proficiency with Microsoft Office (Word and Excel required).
Knowledge of modern office procedures, records management, and basic accounting.
Familiarity with California’s Brown Act, Public Records Act, and FPPC regulations (preferred but trainable).
Accurate typing skills (minimum 50 words per minute).
Excellent written and verbal communication skills.
Strong interpersonal skills and ability to work with the public and internal staff.
High attention to detail, accuracy, and confidentiality.
