Basic Function and Responsibilities: The Associate Chief Nursing Officer (ACNO) for Medicine Nursing Services provides leadership in all aspects of nursing. These functions include planning, managing, and evaluating all administrative and operational activities within the University Hospital nursing services and other clinical programmatic areas, as assigned. Organizational Relationships: Reports directly to the Chief Nursing Officer (CNO) for the University Hospital/Cardiovascular Center. Partners with the Associate Chief Clinical Officer (ACCO) and the Associate Chief Operations Officer (ACOO) for Medicine Subsegment Leadership Triad. Collaborates with Nurse leader colleagues, Department Chairs and other U-M Health Michigan Medicine leadership and staff. Functional and administrative supervision is exercised over Clinical Nursing Directors, Nursing Supervisors, Staff Nurses, Clinical Nurse Specialists, Professional/Administrative and office staff, and assistive personnel.
Characteristic Duties and Responsibilities
Program & Clinical Management
Provide leadership for the effective management of change and transition within Nursing and the institution.
Utilize a data-based approach and facilitate innovation and creativity in the development of new initiatives to support ongoing performance improvement and organizational change.
Partner with the ACCO and the ACOO in the operation of assigned clinical/programmatic areas.
Actively mentor and coach direct reports in the execution of Hospital and departmental policies, objectives and operating procedures and all aspects of leadership.
Develop and implement nursing administrative policies to carry out the objectives of the assigned areas.
Participate and ensure coordination of professional nursing functions across clinical areas.
Actively engage and support team building and effective teamwork within departmental and institutional teams.
Collaborate with the Nursing Executive Team, Chief Nursing Officers, U-M Health (UMH) Michigan Medicine leadership and UM School of Nursing faculty in research and educational activities.
Partner with the ACCO and the ACOO in programmatic development, facility planning, problem-solving, quality and cost improvement initiatives and implementation of patient and family-centered care.
Resolve clinical and operational problems of assigned areas consulting with Hospital administrators, service chiefs and patient care staff utilizing an interest-based problem-solving approach.
Actively participate in strategic planning, policy formulation, problem solving and management of Nursing Services, as well as the Hospitals and Health Centers, as assigned.
Maintain accountability for compliance with professional nursing standards, regulatory agency standards and federal and state regulations regarding patient care.
Represent Nursing Services and the CNO on committees and other activities ensuring collaboration and liaison with appropriate Hospital-wide groups.
Represent Hospital administration to members of the community in the promotion of good public relations for UMH Michigan Medicine.
Act as preceptor/mentor for graduate nursing students.
Demonstrate behaviors which are compliant with UMH Michigan Medicine values, goals, policies and procedures.
Financial Management
Determine the need for, and allocation of, human, space, fiscal and material resources for clinical/programmatic areas administered.
Work with associated teams to determine and implement improvements in Hospital facilities, including construction or renovation of structures and purchase of major equipment.
Develop, monitor, approve, and implement, operating budgets of clinical/programmatic areas administrated, as well as, major capital expenditures.
Develop, implement and evaluate cost-effective initiatives related to nursing service operations and patient care services both within the assigned area of responsibility and in collaboration with other areas and departments.
Maintain accountability for budget management within designated administrative areas. Analyze budget variances and initiate corrective action plans to resolve variances.
Personnel Management
Maintain accountability for all aspects of personnel management which include: recruitment and selection, counseling, disciplinary processes, and mentoring of Clinical Nursing Directors, Clinical Nurse Specialists and other personnel, as assigned.
Maintain accountability for compliance with bargaining unit and institutional agreements with employees.
Utilize an interest-based process for problem solving and resolving issues with employees.
Performance Improvement
Establish, monitor, and implement nursing and patient care standards across all areas of responsibility.
Effectively meet all goals and performance objectives for Nursing Services and UMH Michigan Medicine, as established, annually.
Oversee collaborative activities with patient care support services to ensure delivery of a level of service consistent with quality patient care and cost-effectiveness outcomes.
Professional Development
Actively participate in the performance planning, competency, and individual development planning process.
Attend relevant competency training, staff development inservices and conferences to maintain and improve knowledge base, competency and skills.
Attends relevant professional and/or leadership development opportunities.
Keeps records and documented evidence of attendance.
Education:
Master's degree in Nursing or Healthcare Administration, Public Health, Business, or related field (Juris Doctor degree may be considered)
If Master's degree is not in Nursing, then a Bachelor's degree in Nursing is required.
Doctoral degree in Nursing or a related health care field is strongly preferred
Licensure/Certification:
Current State of Michigan Board of Nursing licensure is required.
Nurse Leadership certification or completion of a nursing leadership certification within one (1) year of accepting this position or when eligible to certify, whichever comes first. Certification is expected to be maintained while in this leadership role. Examples include Certified Nurse Manager and Leader (CNML) or, Nurse Executive (NE-BC). Experience:
At least five (5) years of clinical experience in nursing with demonstrated progression in supervisory and administrative roles is required.
Experience in program planning, implementation, and evaluation is also required.
Skills/Abilities:
Excellent interpersonal skills, as demonstrated by the ability to work effectively with individuals and/or teams, across disciplines, is required.
Excellent communication skills, as demonstrated in oral and written forms is required.
Working knowledge of University policies and procedures is desired.
