Are you a skilled relationship-builder who wants to play a pivotal role in shaping Minnesota’s health care affordability initiatives? Do you thrive at the intersection of policy, community organizing, and high-impact stakeholder engagement that drives real policy change? As the Stakeholder Engagement and Governance Manager with the MDH Center for Health Care Affordability (CHCA), you will lead CHCA’s external engagement efforts, including managing high-profile advisory committees, facilitating public input, and strengthening partnerships with key stakeholders across Minnesota’s health care landscape. This position will oversee the planning and execution of advisory committee meetings, ensure strategic coordination between committees, and facilitate meaningful dialogue between policymakers, health care leaders, and consumers.
Primary responsibilities include:
Manage and support CHCA’s advisory committees to be action-oriented and rooted in transparent governance principles, including planning agendas, coordinating meetings, and engaging members to ensure productive discussions.
Serve as a liaison between advisory committee members, CHCA leadership, and state agency partners, ensuring that stakeholder input informs research and policy decisions.
Plan, promote, and execute periodic virtual and/or in-person public meetings and other engagement events to gather input and share updates on CHCA’s initiatives.
Develop and implement strategies to recruit and onboard advisory committee members, ensuring diverse perspectives are represented.
Build and maintain strong relationships with stakeholders, including policymakers, health insurers, health care providers, employers, researchers, advocates, and Minnesota consumers.
Synthesize advisory committee feedback and collaborate with internal teams to align input with CHCA’s research and policy priorities.
This is a hybrid telework position that requires periodic in-person meetings and in-office work in the downtown St. Paul location and metro area. Telework will be based on the business needs of the unit and is at supervisory discretion. Occasional travel outside of the metro area is required for this position (anticipated to be about 2-3 times per year).
This position has a flexible start and end time within day shift hours (typically 7:00 a.m. - 5:00 p.m.).
Minimum Qualifications

Three (3) years of experience* in stakeholder engagement including 5/7 of the following areas:
Scheduling and setting agendas for meetings
Meeting facilitation
Planning public events or hearings
Communicating, consulting, and collaborating with stakeholders in decision-making processes
Analyzing data
Developing reports, presentations, or summaries on information researched or received
Developing or recommending policy or changes from information received
*The highest degree earned in a related field such as Public Health, Public Policy, Public Health Administration, Health Services Research, Communications may count towards professional experience as follows:
Associate = 6 months
Bachelor = 12 months
Master = 18 months
PhD = 24 months
Qualifications to be further assessed during the interview process:
Knowledge of the health care field and health care spending.
Ability to represent MDH and navigate a politically sensitive and visible public environment.
Ability to gain trust and confidence in internal and external environments.
Ability to understand and interpret policy proposals, research findings and data analyses for discussion and development of communications materials.
Preferred Qualifications
Experience in health policy and/or health care research.
Experience supporting advisory committees or task forces, including recruitment, onboarding, action-oriented agenda setting, and work plan development.
Knowledge of state government processes, including agency budget and policy development processes and the legislative process.
Experience engaging internal and external audiences, including marginalized voices, to generate interest, commitment, and support for a given cause.

This employment does not require a valid driver’s license, but it does demand travel, which the candidate will be responsible for meeting.
