The City of Bloomington is seeking an individual to manage all operations of the Community Health and Wellness Center (CHWC). These duties include management and accountability for all operational planning, financial performance, program development and implementation, hiring and supervision of staff, evaluation of performance metrics, and promotion and marketing. The manager is responsible for delivering a clear plan and vision for financial, programmatic and operational success of this facility in accordance with Parks and Recreation leadership, and approved by Park, Arts and Recreation Commission, and City Council. Primary responsibilities include facility management, maintenance and operations of the building and grounds, program development, staff supervision, budget management, community engagement, marketing and outreach, policy and procedure development and compliance, setting and reaching performance metrics and goals, and reporting and evaluation

Examples of Duties
Manage all operational aspects of a 110,000 – 115,000 square foot facility including key partnerships and core program areas.
CHWC Manager is accountable for meeting desired outcomes, revenue projections, and participation goals in core program areas of aquatics, fitness and wellness, senior programs, youth and adult sports, youth and Family, active adults, community programs, rentals and events.
Responsible for setting performance metrics and monitoring performance progress throughout the year. Trouble-shoot and navigate adjustments to programs and operations as necessary to reach desired performance outcomes.
Manage a lease agreement for a food and beverage vendor for the café.
Provides high-quality and accessible, health and wellness opportunities, recreation and educational activities, special events, and other opportunities for the Bloomington community and visitors to the Community Health and Wellness Center (CHWC)
Develops and implements CHWC operational plan, policies, rules, regulations, user fees and rental rates for submission to the Deputy Director of Parks & Recreation, Parks, Arts & Recreation Commission and/or City Council as appropriate
Recruits and recommends for hire, trains, schedules, supervises, and evaluates CHWC full-time subordinate staff, part-time/temporary staff, volunteers, program contractors and other consultants as needed
Prepares, implements, and monitors CHWC annual operational and capital improvements budgets, and approves expenditures for submission to the Deputy Director of Parks & Recreation. Assures that revenue and expenditure projections, and cost recovery expectations are met
Plans, designs, prepares and implements all CHWC capital improvement projects and corresponding budgets
Prepares annual operating budget of over $6 million
Ensures effective facility scheduling of the CHWC with the recreation staff, program partners, City Departments, community organizations, businesses, schools, and the general public
Ensures cost recovery goals and financial performance expectations are met or exceeded for the facility in accordance with City Council expectations
Coordinate the negotiation, preparation and implementation of all programs, partnership, rental, and administrative contracts
Supervises spectator events, programs, and other special events as necessary. This includes spectator control and ensuring compliance with established rules and policies regarding the use of the facility
Responsible for training staff, user groups, and other representatives on proper use of specialized facility equipment.
Coordinates with CHWC Maintenance Superintendent and Public Works facility staff for regular scheduled maintenance (as assigned to Public Works staff), equipment needs, equipment replacement schedules, and building issues as applicable.
Serve as a liaison to various city departments, community organizations, stakeholder groups, and user groups as needed.
Conducts presentations to the City Council, Parks, Arts and Recreation Commission, community organizations, city departments, city staff, and the general public.
Work with central communication, Parks & Recreation, and engagement staff to promote and market the CHWC facility, programs, and special events. Develops an on-going public relations program. Responds to citizen needs and changing trends regarding program improvements and facilities.
Maintains records and prepares reports as required.
Coordination of assistant CHWC manager, and facility managers in the areas of maintenance, fitness, aquatics, recreation, rentals/events, and information desk staff and memberships.
Purchases supplies, materials, and contracted services in compliance with City procedures.
Responsible for coordinating the maintenance of the CHWC facility and outdoor grounds with the Facility Maintenance and Parks Maintenance Divisions.
Performs other duties as assigned to achieve the City's health and wellness and Parks & Recreation service objectives
Responsible for creating and delivering a clear plan and vision for success of this facility in accordance with Parks and Recreation leadership, and approved by Park, Arts and Recreation Commission, and City Council
Design and implement financial plans for leveraging various revenue streams including memberships, fees, rentals, partnership agreements, sponsorships, donations and possibly naming opportunities to manage the annual operating expenses.
Work with City staff and commissions to plan and implement sustainability initiatives for recreation facilities.

Minimum/Desirable Qualifications
MINIMUM QUALIFICATIONS
Bachelor's degree in Parks & Recreation, Facility Management, or closely related field
Six years’ work experience in managing a parks & recreation facility or a community center
Six years supervisory experience including recruiting, interviewing, directing and supervising work of subordinate staff
Experience using Microsoft Office computer software
Must possess excellent oral and written communication skills
Experience with making public presentations and managing meetings for internal and external stakeholders
Valid driver's license or ability to secure individual transportation as needed, including on short notice
DESIRABLE QUALIFICATIONS
Master’s degree in Parks & Recreation, Facility Management, or direct equivalent degree
Minimum six years experience in community center management
Experience managing an aquatics program or facility
Experience managing a fitness program or fitness facility
Experience in using facility scheduling computer software
Experience with cost recovery expectations and performance metrics for a facility
Experience in public relations and with marketing programs, events, or facilities
Parks & recreation or facility management experiences such as managing an aquatics center, fitness center, or community center
Experience working with contracted service providers, partner organization, and resident (lease-holding) groups
Network and affiliate contacts within the Twin Cities and surrounding areas for health, wellness, and recreation program/service providers
