The Emporia Recreation Center (“ERC”) is seeking an experienced and capable Executive Director to lead and manage the overall direction and administration of the ERC’s recreation and programming activities. This position supervises all divisions of the ERC, to include Administration, Aquatics, Programming, Sports, Wellness, Recreation Center & Buildings, and Grounds & Outdoor Facilities.
The Executive Director reports directly to the governing body of the ERC, the Emporia Recreation Commission, and works closely with the governing body to develop and implement recreational programs, oversight of the budget, facility management, and all human resources functions.
Key Responsibilities
The Executive Director will be responsible for providing guidance, strategic leadership, and administrative oversight, ensuring all programs and activities are effectively managed, implemented, and continue to align with the priorities of the ERC. Key responsibilities include:
Administration & Budgeting
Develop and manage the annual budget, ensuring all divisions remain within budget constraints.
Oversee the preparation, development, and accuracy of all financial reports, ensuring compliance with legal and organizational requirements.
Maintain organized records of ERC activities and manage the technology infrastructure required for data maintenance and secure record-keeping.
Maintain a positive and collaborative working relationship with the City of Emporia and USD 253 School District.
Human Resources & Supervision
Lead all Human Resources functions, including interviewing, hiring, and training staff, and performing regular performance evaluations.
Supervise ERC division supervisors, providing guidance in program and activity implementation, and ensuring staff development and scheduling align with program goals.
Support staff growth and maintain a well-motivated team by fostering a collaborative and inclusive work environment.
Public Relations & Community Engagement
Represent ERC in partnerships with community agencies, civic groups, and other stakeholders, establishing programs that address community needs.
Oversee marketing initiatives to promote ERC’s programs and services, increasing community engagement and program participation.
Respond to public inquiries and concerns with a courteous, equitable, and effective approach.
Strategic Planning & Program Development
Ensure ERC’s programming remains relevant by staying informed of trends in recreation, and developing programs that reflect these changes.
Regularly assess and implement new program opportunities to enhance ERC’s services for the community.
Lead initiatives to identify and address program gaps based on community feedback and program demand.
Bachelor’s degree in recreation administration or a related field; three years of experience in a supervisory or executive role within recreation or leisure services, or equivalent experience.
Knowledge of the Kansas Open Meetings Act (“KOMA”) and Kansas Open Records Act (“KORA”), or willingness to obtain relevant education upon employment
Extensive experience in the administration, management, and supervision of tax funded organizational funding comparative to the Emporia Recreation Center.
CPRP (“Certified Park and Recreation Professional”) certification, or the willingness to obtain certification.
Highly organized with excellent communication and time management skills; ability to make decisions that reflect ERC’s best interests.
Experience in or ability to develop and write grant proposals to secure funding for recreational programs and capital projects.
Valid Kansas driver’s license and residency within Emporia, Kansas.
Physical & Environmental Conditions
Involves a mix of indoor and outdoor activities, requiring prolonged periods of walking, sitting, or standing.
Ability to perform manual tasks, such as lifting, carrying, and pushing heavy objects, as well as tasks requiring stooping, kneeling, and climbing.
Ability to work in a variety of environmental conditions, including noisy and crowded settings, year-round.
