Responsible for providing direction, input and coordination in energy regulatory policy development and advocacy activities as well as monitoring and advising cooperative personnel of current and upcoming compliance regulations. Reports to the Vice President of Public Affairs.
RESPONSIBILITIES
1. Serve as subject matter expert resource to the cooperatives in compliance-related areas, such as Occupational Safety and Health Administration (OSHA), Environmental Protection Administration (EPA), Department of Health and Environmental Control (DHEC), Department of Homeland Security (DHS), Department of Transportation (DOT), Department of Labor (DOL) regulations, and American National Standards Institute (ANSI), American Society For Testing & Materials (ASTM), National Electric Code (NEC), National Electric Safety Code (NESC), National Fire Protection Association (NFPA), Rural Utilities Service (RUS) standards, Institute of Electrical and Electronics Engineers (IEEE), and Underwriters Laboratory (UL).
2. Serve as subject matter expert resource to the cooperatives in compliance-related areas, such as Alabama Department of Environmental Management (ADEM), Alabama Department of Public Health (ADPH), Alabama Department of Transportation (ADOT), Alabama Law Enforcement Agency (ALEA) and Alabama Department of Labor (ADOL).
3. Perform facility and administrative audits at member cooperatives for regulatory compliance. Make appropriate recommendations to management for correction of potential compliance issues.
4. Recognize and report significant hazardous practices and assist in the development of preventative measures. Focus on the needs of member cooperatives for compliance programs.
5. Research electric utility policy topics and develop policy recommendations to member systems.
6. Monitor the development and update of regulatory standards and communicate changes with member cooperatives.
7. Provide recommendations and support to member cooperatives as new standards are implemented.
8. Work with the Safety department in the routine review, editing and updates, and maintenance of the AREA Safety Manual.
9. Serve as a technical training resource for electric distribution cooperatives in the areas of regulatory compliance.
10. Assist with the Rural Electric Safety Achievement Program (RESAP).
11. Develop relationships with State and Federal regulatory agencies.
12. Attend meetings and conferences at local, state, and national levels representing the electric cooperatives of Alabama.
13. Other activities, as from time to time, may be assigned.
EXPERIENCE
Bachelor’s degree and 3 years of experience working with regulatory responsibilities. Knowledge of OSHA, ADOL, EPA, ADEM, DOT, ALEA, ADOT and ADPH regulations and ANSI, ASTM, NESC, and RUS standards required. Experience in training or instructional techniques and curriculum development preferred.
Salary commensurate with experience.
