Plans, directs, and supervises activities of Operations within an assigned region or area of responsibilities with Operations. These activities and responsibilities include supervision of any or all the following: dispatch, contract services, regulatory reporting, line crews, General Foremen, Foremen, Linemen, and Operations Assistant. Responsible for all district construction, maintenance and operations.
Lead safety and training programs for assigned department employees. Coordinate fleet maintenance and planning to meet department needs. Participate in budgeting development and compliance. The position carries authority to impose discipline action and make grievance recommendations to the Director of Operations.
Senior level position will provide direct support to the Director of Operations.

Duties and Responsibilities
Participate in and responsible for driving OTEC safety
Ensure that safety practices as described in the safety manual are
Responsible for all district construction, maintenance, safety, budgeting, and operations, and assisting with fleet maintenance.
Establish or recommend operation strategies, objectives, and policies/procedures for the cooperative.
Direct all approved internal/contracted construction, operations, maintenance and member activities and programs to obtain maximum productivity and effectiveness in the pursuit of strategic goals.
Deliver the projects within departmental annual work plans and other engineering studies to assure adequate system capacity, service reliability and workplace and public safety.
Review the cooperative’s power line and substation systems for overall integrity and recommends maintenance, upgrades, or redesign.
Visit job sites before and after construction to ensure efficient crew performance due to logistical preparedness, as well as conformance with OTEC construction
Monitor progress and costs incurred in carrying out departmental work
Assess the cooperative’s vehicle fleet needs and make recommendations to
Manage employee
Communicate with regulatory and government agencies to facilitate the efficient construction and maintenance of facilities.

This is a full-time position. This position requires that the employee be available for work outside the normal daily work period. Travel is required within the four-county service territory during the business day and infrequently overnight. Occasional out of the area travel is expected to attend various activities such as meetings, training and other events.

Qualifications
District level manager (I) will have a minimum AA/Technical Degree and ten years of increasingly responsible experience in electric utility operations or fifteen years of increasingly responsible experience in electric utility operations.
Senior Level manager (II) will have BA/Technical Degree and ten years of increasingly responsible experience in electric utility operations or fifteen years of increasingly responsible experience in electric utility operations with preference given to experience as a Lineman or System Operator and/or certification.
Experience supervising, coaching, and developing employees
High school diploma or equivalent
Possess and maintain a valid state driver’s license (Class A Commercial Driver’s License, CDL preferred)
Knowledge, Skills and Abilities
Demonstrated knowledge of electric line crew operations, electrical principles, and safety codes.
Management skills in the areas of communication, motivation, delegation, evaluation, employee development, and strategic planning.
Knowledge of principles of electrical theory
Knowledge of approved methods and tools used in electrical underground and overhead construction, maintenance, and troubleshooting.
Knowledge of federal, state, and local laws, codes and regulations pertaining to safety and electrical line maintenance.
Knowledge of occupational hazards and standard safety
Thorough knowledge of rules and regulations for regulatory
Subject to on-call duty.

Strong computer skills are mandatory of this position, along with the ability to self-educate on many computer programs and tasks.

Must have competency in several utility software programs: OSI SCADA, Futura GIS/INDIGO/FLEX, Futura OMS, TWACS, CRC Link, radio systems, AVL and others as required.
