The Johns Hopkins Center for Health Security at the Bloomberg School of Public Health works to protect people's health from epidemics and disasters and ensure that communities are resilient to major challenges. We examine how scientific and technological innovations can strengthen health security. We study the policies, organizations, systems, and tools to prevent and respond to outbreaks and public health crises. We advance policies and practice to address a range of challenges, including the global rise in emerging infectious diseases, a continued risk of pandemic flu, major natural disasters, our dependence on vulnerable infrastructure, and the potential for biological threats.
The Center seeks a Financial and Operations Analyst to provide project support for financial and general business operations at the Center.
Specific Duties & Responsibilities
Financial Administration
Functions as a departmental resource, answering finance-related questions and assisting with financial tasks.
Verifies documents for completeness and compliance with government and private agencies.
Communicates retention and collection of proper documentation for reimbursement by administrative and program coordinators, faculty and staff, and external consultants and contractors.
Communicates with appropriate team members to ensure established procedures are followed.
Processes sponsor invoices for payment in accordance with contract terms and conditions.
Reviews and finalizes procurement and central procurement card transactions for allocation.
Participates in the development of the departmental fiscal year annual operating budget.
Ensures that expenditures for budgets are monitored and that reports are prepared to maintain balanced accounts, including control salary, default accounts, and effort reporting.
Provides interpretation of financial policies and procedures and applies working knowledge of applicable laws and regulations.
Monitors service, productivity and assesses efficiency levels, implementing improvements where opportunities exist.
Exercises discretion in managing correspondence, information, and all matters of confidentiality; escalates issues where appropriate.
Financial Analysis & Reporting
Defines problems, collects data, and establishes facts.
Analyzes budget patterns to project expenditures for compilation of budgets.
Assimilates information from various sources to present to departmental staff.
Uses various software applications, such as spreadsheets, relational databases, cost-accounting systems, statistical packages, and graphics packages to assemble, manipulate, and/or format data and/or reports.
Produces financial reports to various stakeholders, including management team members.
Analyzes the feasibility and potential impact of new initiatives, process improvements, related solutions.
Implements quality control and process improvements with regard to the overall business process.
Interprets and reviews financial data to evaluate and determine financial performance and financial projections.
Business Operations Management
Coordinate with administrative and program coordinators for office needs; may assist with ordering of office and events supplies to ensure efficient running of onsite work, meetings, and special events.
Maintain facilities, related contracts, and provide oversight for services agreements.
Assist with new employee onboarding.
Authorization for office spaces and assignments and dissemination to Admin team.
Authorization for Datawatch access cards.
Authorization of new phone lines or team's phones for incoming employees.
Communicates new employee training needs for effort and COI training.
Reconciliation of Telecom, IT, software charges.
Identify and resolve administration problems and issues.
Interpret and communicate Center, BSPH, and JHU policies and best practices.
Perform other administrative support and general office management duties as needed.
Minimum Qualifications
Bachelor's Degree in related field.
Three years of related experience.
Additional education may substitute for required experience and additional related experience may substitute for required education, to the extent permitted by the JHU equivalency formula.
Preferred Qualifications
Outstanding proficiency in written and verbal communication.
Capacity to effectively prioritize tasks when faced with high workload.
Capability to proactively initiate non-urgent tasks during periods of lower workload.
Software Use
High proficiency with MS Office Suite, with moderate to advanced proficiency of Excel.
Prior experience using financial software and reporting systems.
Prior experience with JHU Financial, Grants Management and Travel Systems a plus.
