Join the Leadership team at the Minnesota Department of Health (MDH), as a Strategic Initiatives Principal who will lead strategic systems and policy change initiatives across MDH. MDH will be hiring four (4) individuals who will each be aligned to one of four Minnesota Department of Health’s Bureaus. These bureaus are Health Protection Bureau, Health Equity Bureau, Health Improvement Bureau, and Health Systems Bureau. These positions will provide high level leadership and management support to the Assistant Commissioners to identify, plan, consult and implement systems, policy, and operational change initiatives. Partnerships and other collaborations within and across each Bureau and across all divisions within the agency is critical for this role.
Responsibilities include, though are not limited to:
Lead strategic systems and policy change initiatives.
Provide high level leadership and management support to the Assistant Commissioner to identify, plan, consult and implement systems, policy, and operational change initiatives.
Lead consultation and coordination with Division Directors and Section Managers of each Bureau’s policies, programs and change initiatives.
Lead coordination and integration of initiatives with MDH Executive Office and other Assistant Commissioners.
Maintain awareness and integrate CDC, DHHS, FDA, EPA, Public Health National Center for Innovations and other national organization best practices, model approaches and policy recommendations.
Lead strategic change planning process for each respective Bureau.
In consultation with the Executive Office, finalize recommend strategies from the strategic planning process including organizational changes, programs, policies, and staffing.
Lead consultation and staff engagement processes around strategic planning and the implementation of initiatives.
Coordinate consultation on change initiatives with Governor’s Office and other state agencies.
Support implementation of MDH health equity and other organizational initiatives.
Identify training needs for Bureau staff and implement training initiatives.
Manage contractors and consultants related to Bureau change initiatives.
Support long term implementation of strategic planning and other recommendations.
Manage ongoing efforts to increase MDH intra-departmental coordination, communication, and integration of departmental initiatives.
Coordinate external partner consultation processes with local public health, state agencies, and other stakeholders.
Cultivate and promote an inclusive work environment for all with respect to diversity, equity, and inclusivity.
Represent the Assistant Commissioner as needed at boards, workgroups, and meetings.
Minimum Qualifications
Four (4) years of advanced professional administrative management experience sufficient to plan, organize, and direct human and fiscal resources to achieve full productivity under changing circumstances. The required experience must include at least four of all of the following:
Experience managing a local, statewide, regional, or national public health program or strategic initiative.
Ability to articulate programs and policies of the administration to varied clientele both within and outside the department, including experience drafting new legislation, policy, procedures, and/or rules.
Thorough knowledge of the theory and practice of public and/or business administration and the practical uses of strategic planning
Expert skill in negotiation; conflict resolution; strategic, short range and project planning; time management; cost-benefit assessment; technical and program evaluation; written and oral communications; and budgeting.
Leadership and delegation skills to effect desired changes within the organization.
Technical expert knowledge sufficient to plan, organize, direct, implement and explain complex programs and practices. This includes broad knowledge of public health services issues, delivery systems, funding mechanisms and roles and authorities of federal, state, and local government.
Related Doctorate degree may substitute for two (2) years of above listed experience; Master’s degree may substitute for 18 months of experience; Bachelor’s degree may substitute for one (1) year of experience.
Preferred Qualifications
Five (5) years managerial experience, managing major public health and/or social services programs and operations, including strategic planning, and directing the work of managers and professional staff.
Bachelor’s or Master’s degree in Public Health, Public Administration, Health Care Administration, Public Policy, Epidemiology, Microbiology, Medicine, Nursing, Environmental Health, or a closely related public health, medical, or scientific field.
Experience with development of legislatively requested fiscal analysis and ensure that work product is responsive, accurate and adequately represents the fiscal impact of budget and policy proposals.
