General Summary: Responsible for planning, directing, organizing, and leading the Arts and Community Services Divisions within the PARCS (Parks, Arts, Recreation, and Community Services) Department. Tasks may include:
Assist in budget development and administer assigned budgets as required; prepare cost and fee estimates for budget recommendations; monitor and approve expenditures
Prepare and oversee budgets for all assigned projects and programs; develop sound fiscal strategies for the effective use of funds; ensure the use of funds in the manner prescribed by the funding source and that local, state, and federal guidelines and regulations are met
Assist in the development, and implementation of goals, objectives, policies, and priorities for the Department
Analyze, develop, and apply best practices and quality assurance processes to assigned areas of responsibility
Develops and oversees the planning, administration, and implementing of a variety of cultural art, community services, and recreation programs
Enforces the maintenance of safe working conditions and ensures safe work practices are followed by staff
Providing leadership that inspires and encourages employees to grow and excel, as well as ensure a fair and open work environment in accordance with the City's commitment to equal employment opportunity
Plans, organizes, and directs the day-to-day management functions for the Department, to ensure department-wide support and maintain compliance with city procedures and processes
Guides the selection of staff; establishes and communicates department goals and performance expectations; monitors the department employee relations and evaluation process; coordinates the orientation, training, career development, and staff motivation activities
Bringing organizations together to collaborate and share resources to deliver services to the community and stakeholders
Provide representation on various committees, commissions, boards, and before special interest groups; make presentations and provide information regarding the Department's operation to the community and stakeholders; relate effectively with the multiple and diverse constituencies; effectively maintain and expand partnerships.
Coordinates related activities with other agencies; establishes and maintains mutually productive working relationships with residents, community/business groups, and other public organizations
Executes and oversees service contracts and assures proper monitoring of contracts and programs
Researches and prepares special projects for the Director, including grant applications, reports, policies, and procedures
Act in the absence of the Director
Minimum Qualifications:
Bachelor’s degree from an accredited college or university with major course work in public administration, recreation, community services, cultural arts, or business administration or related field
Five (5) years of experience with at least 3 years of supervisory experience
Knowledge of goals, objectives, and trends in parks, recreation, community services, and cultural arts
Knowledge of principles of public administration, personnel management, budgeting, and community engagement
Attention to Detail – focusing on the details of work content, work steps, and final work products
Communication – ability to effectively and tactfully communicate in both oral and written forms
