ESSENTIAL JOB DUTIES AND RESPONSIBILITIES

Directs, manages, and supervises complex and challenging transportation project/program planning, design, implementation, operation, monitoring, and evaluation to achieve transportation goals and objectives outlined in the Transportation Master Plan and to implement the Vision Zero Action Plan:

• Coordinates with divisions within the Transportation & Mobility Department, other city departments, organizations and stakeholders that are impacted to reach consensus or gain approvals on project/program elements affecting multiple users. Maintains an overall awareness of transportation goals, concerns, projects, and programs, particularly those related to traffic signal and street lighting systems, to identify opportunities to streamline and sequence implementation throughout the year.

• Develops project/program scope, schedule, work plans, staffing resource allocations, asset management tracking and reporting, budgets, and leads the solicitation and procurement of professional engineering consultants and/or contractors in support of the traffic signals and street lighting work group.

• Prepares project/program schedules and manages consultant and city staff (including a Civil Engineer/Senior Civil Engineer) activities to develop pertinent project/program deliverables; identifies and recommends key touchpoints with City Boards and Commissions throughout the life of the project/program.

• Coordinates project data gathering, including initial project surveys, field visits/inspections and/or multimodal traffic data collection or studies to inform operational and maintenance decisions related to the traffic signal and street lighting systems, such as creation of annual corridor travel time studies, signalized intersection level of service reports, signal warrant studies, and evaluation of Automated Traffic Signal Performance Measures (ATSPM) data.

• Determines feasibility and impact of proposed projects/programs; facilitates staff review and budgeting pertaining to traffic signal and street lighting systems.

• Manages consultant design activities and the preparation of bid documents including plans, specifications, and engineer’s estimates. Deliverables may also include, but are not limited to, standard operating procedures, operating/maintenance agreements, guidelines, and best practices documents primarily focused on traffic signal and street lighting systems.

• Manages and/or participates in the public engagement process and can interpret and distill both objective and subjective feedback to enhance the project/program.

• Manages overall project schedules, budget, and reviews, prepares, and processes payments and/or scope revisions, as needed, in a timely manner.

• Drives project/program timelines to meet expected deadlines and, as needed, conducts before-and-after evaluations using pertinent performance metrics.

Directs, manages, and supervises the operation, maintenance, and monitoring of the city’s computerized traffic signal system and city’s streetlighting system through the collection, analysis, and reporting of field, operational, and asset management system data:

• Oversees responses to citizen requests for service related to the installation, operation, and maintenance of traffic signals and streetlights.

• Creates, implements, and refines local, corridor and area-wide traffic signal timing plans that balance the competing needs of transit, automotive, bicycle, and pedestrian modes, including cross-jurisdictional coordination with other agencies.

• Establishes and enhances communication systems between the signal system computer and local controllers and other field devices.

• Creates designs and develops plans and specifications for traffic signal construction and reconstruction.

• Coordinates the upgrade/replacement of the signal system computer hardware and software, and expansion of the system to incorporate technology advancements and additional Intelligent Transportation Systems (ITS) functions, such as ATSPM and additional Closed-Circuit Television (CCTV) monitoring.

• Develops and manages annual contracts for traffic control device installation, maintenance, upgrade, and removal, including collaboration with Police Department staff on contracts and analyses for photo red light and photo speed enforcement.

• Develops and administers contracts with the Colorado Department of Transportation for maintenance and operation of signals on state highways within the city limits.

• Oversees the city’s acquisition, separation, and conversion of the streetlighting system from Xcel Energy to a city-owned and maintained model.

• Directs the expenditure of annual street lighting budgets for system operation and new lighting design and installation.

• Manages changes and additions to the street lighting system in coordination with Capital improvement projects.

• Directs the installation, maintenance, and upgrade of underpass, bridge ornamental, and other City maintained transportation lighting facilities.

Directs, manages, and supervises critical day-to-day support of the traffic signal and street lighting systems for the Transportation Operations Division, which includes field observations, data gathering, data analyses, engineering recommendations, and when needed implements/executes signal operational or street lighting changes:

• Manages the receiving, investigation, and timely response to transportation operations related concerns and inquiries from city staff, policy makers, and the public. Attends public meetings and neighborhood meetings to provide information and respond to related transportation questions.

• Provides engineering and technical support to the conceptual and engineering design of Capital Improvement Program projects and Transportation Planning projects/programs. Assists in the coordination of such improvements with known development or redevelopment plans. Attends project meetings with the public to answer technical questions and provide technical justification for engineering decisions associated with the project/program.

• Provides technical assistance to the City’s development review process, as needed, or as it relates to planned projects and programs in the vicinity of new developments.

• Contributes to Divisional and Departmental work planning and grant writing efforts, including the management of lists of potential future project locations and project prioritization criteria, especially as related to traffic signal and street lighting projects.

• Contributes to the periodic update of the Transportation Master Plan, and development of transportation components of city plans (such as sub-area plans, transit area and network plans).

Supervises transportation civil engineer(s) and/or technician position(s), as needed, to achieve transportation goals and objectives outlined in the Transportation Master Plan:

• Proactively implements the city’s performance management process to achieve a supportive culture where teamwork, employee development, coaching, mentoring, and candid feedback are prioritized.

• Provides guidance and direction on work plans, allocation of staff resources and identification of priorities related to the traffic signals and street lighting work group.

• Coordinates and communicates with other engineers in Transportation Operations regarding the time allocation and performance of supervised staff.

• Ensures efficient processes and procedures are in place for work plan implementation.

• Conducts regular meetings with staff to monitor, review and assess project/program goals. Involves staff in decision-making processes and seeks staff’s ideas and input. Synthesizes input and formulates or adjusts approaches to projects/programs accordingly.

• Supervises multimodal planning/design criteria, schedules, cost estimates, and deliverables, particularly those related to traffic signals and street lighting systems, for staff, consultants, or contractors.

• Among other measures, evaluates employee performance based on effective program development, meeting deadlines, managing budgets, responsiveness to the public, and effectively working in a team environment.

Serves as a senior staff liaison to the Transportation Advisory Board, City Council, community groups, governmental agencies, and other pertinent organizations:

• Coordinates and prepares for Transportation Advisory Board and City Council meetings and study sessions, including recommending agenda items, writing, and assembling documents, reviewing materials, website updates and formulating staff recommendations and key questions for feedback.

• Creates and fosters partnerships among other transportation-related agencies and community groups. Plans and facilitates community discussions about complex transportation planning and project issues. Builds consensus regarding optimal solutions and implements coordinated and mutually beneficial transportation projects and programs.

• Provides engineering and technical assistance to City departments, advisory groups, boards, committees, and the public.

Continues professional growth regarding innovative approaches to transportation engineering and programming methods, design approaches, and maintains awareness of local and regional transportation issues and plans that may impact projects/programs or require input or design direction from City staff. Maintains awareness of and demonstrates sensitivity to community issues impacting the transportation planning process and deliverables.

Represents the city in legal matters regarding transportation issues, particularly any involving traffic signal or street lighting systems, including responding to claims against the city, compiling records, giving depositions, and provides courtroom testimony as the city’s expert witness in trials.

• Takes proper safety precautions to prevent workplace accidents. Responsible for the safety of self, others, materials, and equipment. Uses all required personal protective equipment and follows all safety regulations, policies, and procedures. Reports all accidents and damage to city property.

ORGANIZATION STRUCTURE

TITLE OF IMMEDIATE SUPERVISOR: Civil Engineering Sr Manager (Principal Traffic Engineer) TITLE(S) OF POSITION(S) OVER WHICH THIS POSITION HAS DIRECT SUPERVISION: May supervise Civil Engineer, Senior Civil Engineer, or Civil Engineer Senior Project Manager while managing large, complex, and challenging projects and programs.

MINIMUM JOB REQUIREMENTS

Current registration as a Professional Engineer in the State of Colorado or the ability to obtain within one year of hire. Bachelor of Science Degree in Transportation, Civil, or Electrical Engineering, Computer Science, or related field from an accredited engineering university plus a minimum of four (4) years of experience in transportation engineering, planning, design, and operations or any equivalent combination of education and experience. Thorough knowledge of and experience with current engineering principles, practices, procedures, and materials as they apply to traffic signal design, construction, operations, and maintenance, including Manual on Uniform Traffic Control Devices (MUTCD) standards. Knowledge and experience in the use of computers and engineering software applications, including signal timing analysis and optimization programs. Ability to manage concurrent and overlapping projects/programs, including meeting milestones and deadlines for multiple and varied project/program phases over time. Uses strategic critical thinking in the approach to problem solving, issue resolution and solution development. Excellent written and verbal communication skills including the ability to prepare clear and concise written correspondence, reports, recommendations, and presentations. Ability to effectively multi-task and manage multiple complex projects/programs and priorities at the same time. Excellent math and analytical skills, including the ability to develop cost estimates, track and manage budgets and payments in a timely manner. Valid driver’s license. Have and maintain acceptable motor vehicle record.

PREFERRED REQUIREMENTS

Six (6) or more years of progressively responsible duties related to the design, construction, operation, and maintenance of traffic signal and street lighting systems and management experience with a municipality, government agency or consulting firm. Master of Science Degree in Transportation Engineering or related field. Professional Traffic Operations Engineer (PTOE) certification by the Transportation Professional Certification Board. Experience operating centralized and distributed traffic signal computer systems. Familiarity with IES roadway lighting standards. Experience in roadway lighting design. Experience working with local, state or federal government agencies. Related and demonstrated professional experience working with an active and highly engaged university community. Supervisory experience and experience in managing contractors/consultants. Demonstrated creativity within an environment that has fiscal and other constraints.

WORKING CONDITIONS AND REQUIREMENTS

Physical and Mental Effort: Sufficient clarity of speech and hearing or other communication capabilities that permits the employee to communicate effectively on the telephone and in person. Sufficient vision or other powers of observation that permits the employee to review, evaluate and prepare a variety of written documents and materials. Sufficient manual dexterity that permits the employee to operate computer equipment and other office equipment. Sufficient personal mobility and physical reflexes, which permits the employee to work in a combination of an office setting and an outdoor setting, and to operate field equipment. Work may include extended periods of time viewing a computer video monitor and/or operating a keyboard. Upper body strength to lift and carry equipment as needed. Ability to occasionally lift or exert up to 50 pounds. Ability to work under stress from demanding deadlines, public contact, changing priorities and conditions, or issues and challenges that may arise on projects/programs.

Work Environment: Works primarily in a clean, comfortable environment. Requires regular work outdoors in a variety of weather conditions to review work in the field. Regularly works in or adjacent to moving roadway traffic, encountering noise, dust, and fumes.  Occasionally encounters adverse weather conditions, darkness, and mechanical/electrical/equipment hazards.

Machines and equipment used include but are not limited to the following: Frequently uses standard office equipment including personal computers, telephones, calculators, and copy/print/scan machines. May periodically use, interact with, or inspect telecommunications systems, signal controllers, drafting tools, and traffic data collection equipment, including manual count boards and pneumatic tube counters.
