Under the supervision of the Deputy Director (Operations), this position is responsible for providing leadership and development of Recreation facilities and activities that support the District’s mission, vision, values and goals. This position is responsible for all facets of Recreation Department operations including procedures, program and facility maintenance, facility marketing and promotion, and administration. The Director selects, trains, evaluates, and coordinates department personnel. Prepares and executes the annual budget, keeps the necessary records, and submits reports as directed. Responsible for facility programming and promotion of Recreation services within District communities. Serves as part of the District management team, this position must work collaboratively and cooperatively with other District Departments to insure an exceptional customer experience for all guests. Must be able to implement strategies and initiatives to position and operate the property appropriately in the market against all competitors, achieving established financial and guest service goals. This position must represent the Recreation Department and the entire Parks and Recreation District in a knowledgeable and professional manner.
Hires, trains, schedules, supervises and evaluates assigned staff; provides or coordinates staff training; and works with employees to correct deficiencies.
Plans and leads the daily operations and staff of the Recreation Department with a strong focus on delivering an exceptional customer experience and services.
Develops and implements the Recreation Department vision, mission and goals. Promotes and fosters an organizational culture based on superior customer service, the guiding principles and values of the District and its mission to the community.
Responsible for performing high-level decisions on complex matters. Must have an eye for detail, innovation, public relations, Recreation programming and community connectivity.
Establishes and fosters an open culture of communication and effective working relationships with Department Directors and other District personnel. Serves as a strategic business partner as a member of the District’s executive leadership ream.
Develops and manages the Recreation budget as well as internal operating procedures and audits.
Analyzes data on customer satisfaction and informs management on relevant issues and strategies in order to ensure an exceptional customer experience.
Prepares and coordinates Recreation planning, construction and renovation projects with other District departments and facility supervisors, and manages appropriate capital project budgets and construction schedules.
Attends and participates in District Board of Directors meetings.
Maintains a culture of providing superior customer service and ensures consistency across the Department.
Responds tactfully and timely to inquiries and problems in person, by email, phone and mail providing helpful information and explanations in line with District policies and procedures. Professionally handles confrontational or stressful interactions.
Responsible for operation and maintenance of the Recreation facilities within the District.
Administers the expenditures of department funds and is responsible for collection of facility fees and charges.
Prepares and implements department fixed asset replacement program within District budget.
Conducts research and analysis regarding the fee schedule at the District’s facilities. Make recommendations for fee adjustments as necessary.
Coordinates the use of the District’s Recreation Centers including scheduling outside events and tournaments.
Develops and implements marketing plan for promotion of the facilities and promotes Recreation within the community.
Serves as technical advisor to Deputy Executive Director (Operations) in formulating policies on activities, services, and use of facilities. Make recommendations on operational policies, procedures, and philosophy regarding District Recreation matters.
Prepares reports on department accomplishments, annual reports, needs, and evaluation of facility use.
Education and/or Experience:
A Bachelor Degree in Recreation, Leisure Services, Public or Business Administration, or a related field is required. A Master Degree is preferred.
A minimum of five (5) years of increasingly responsible management and administrative experience in public program administration, project planning, personnel leadership and recreation program management.
Experience working with Boards, Commissions, community associations and/or partner agencies for at least five (5) years.
Management experience in a Department with similar facilities, functions and programming, preferably serving populations of 100,000 or more.
A combination of education and experience may be considered.
Licenses, Certifications, and Other Requirements:
Must possess a valid Colorado Driver License or the ability to obtain upon of hire and maintain an acceptable driving record.
Necessary Knowledge, Skills and Abilities:
Thorough knowledge of the philosophies and objectives of practices of Public Recreation and the ability to promote, direct and supervise comprehensive recreation programs.
Strong working knowledge of Recreation programming, operations, sales, guest service and employee relations. Operational expertise in revenue management, sales and marketing and facility /systems.
Ability to: think strategically; make high level decisions regarding complex issues; interpret and effectively apply applicable laws and policies; establish and maintain professional working relationships with all District personnel and Board of Directors.
Highly skilled in: versatile communication, supervision and choosing appropriate leadership style depending on situation.
Must be resourceful, self-motivated and possess a sense of urgency.
Must have exceptional written, verbal and presentation communication skills, and be able to guide and direct individuals and teams toward achieving common goals and financial results
