POSITION DESCRIPTION Under general supervision, this position performs supervisory and administrative work managing, planning, promoting, directing and evaluating major programs, facilities and activities. Conducts research and analysis to determine the programs, activities and services that should be adjusted to meet public needs. Oversees recreation facility operations, neighborhood and community outreach operations, programming, before and after school and summer day camp operations. Performs other duties as required. This position is supervised by the Recreation Superintendent.
WORK PERFORMED 45% Daily Operations. * Oversees the daily operations of the Programming Division. * Assists the Recreation Superintendent in developing and implementing policies and procedures. * Studies recreation trends within the industry. * Evaluates and analyzes existing programs. * Helps market and promote programs, events, facilities and activities to the public. * Develops long-term and short-term goals of the Division. * Prepares bid specifications, monitors projects and program completion. * Prepares contracts and agreements for special users of Parks and Recreation facilities. * Reviews and updates current contracts.
35% Supervision of Staff. * Supervises Programming Division staff with respect to accountability for performance and behavior including approval of absences to conform with personnel needs, discipline of employees, staff development and training, completion of performance evaluations and other personnel related functions. * Participates in the recruiting, hiring and promotional process. * Instructs staff on proper completion of tasks. * Inspects and reviews work of staff to ensure that projects are complete. * Establishes work schedules and assigns work. * Checks work procedures and products.
10% Marketing. * Promotes the use of facilities and programs. * Develops and maintains division marketing and promotional plan.
10% Budgeting. * Prepares Programming Division budget and controls expenditures.

KNOWLEDGE, ABILITIES AND SKILLS Knowledge of: * Human resource management including hiring practices, disciplinary procedures, terminations, etc. * Supervisory responsibilities and effective leadership skills. * The rules, methods and procedures involved in planning, scheduling, organizing and evaluating programs and/or projects. * Parks and Recreation facility maintenance and management. * Shawnee County demographics. * Administration practices, budgeting, organizing and staffing. * Marketing and public relations. * Federal, state and local health standards and operating mandates.
Ability to: * Read, understand and implement the concepts identified in the Long-Range Master Plan. * Plan and direct the work of others. * Plan, schedule, organize, implement and evaluate recreational/event programs. * Interpret and utilize program, revenue and expenditure, and performance data. * Establish and maintain effective working relationships with co-workers, employees, supervisors, officials (County, City, school districts, etc.) and the general public. * Communicate effectively, both orally and in writing, using the English language.

MINIMUM QUALIFICATIONS * Degree from an accredited college or university with major course work in Recreation, Leisure Studies, Landscape Architecture, Park Administration, Horticulture or closely related field with course work in business, communications and marketing. * Five (5) years’ experience in park and recreation management. A Graduate Degree in Recreation, Leisure Studies, Landscape Architecture, Park Administration, * Horticulture or related field may be substituted for two (2) years of the required experience. * Three (3) years’ supervisory experience. * Valid Driver’s License and able to operate County-owned vehicle (HR-2013-2). o HR-2013-2: Driving record that shows: No misdemeanor or felony convictions for traffic/vehicular offenses (DUI, vehicular homicide, reckless driving, hit and run, etc.) on the driving record that are less than five (5) years old; No more than two (2) at fault or chargeable accidents on their driving record that are less than five (5) years old; No more than two (2) traffic infractions (speeding, failure to yield right of way, etc.) that are less than one (1) year old.
