Responsibilities Under minimal supervision of the Office of Population Health (OPH) Media Communications Manager and in collaboration with the California Department of Public Health (CDPH) Tobacco Control Program (CTCP) this position is primarily responsible for providing technical expertise in the oversight of media advertising campaigns associated with conducting a comprehensive statewide tobacco education program. Responsible for all aspects and stages of paid media planning for television, radio, print, out of home, digital and mobile advertising, reviewing, and providing strategic input regarding advertising and media plans. Responsible for reviewing campaign key performance indicators (KPIs) including digital advertising and website analytics, search, and social media consumer engagement. Responsible for strategic planning activities, paid efforts, and on-going communications. Research paid media trends and provides recommendations on increasing engagement and breadth of the campaign.
Required Qualifications - Experience in managing advertising agencies to develop comprehensive media campaigns.
- Experience working on a variety of advertising and digital efforts, including the oversight of the campaign planning process.
- Experience leading procurement efforts to obtain advertising services.
- Experience analyzing data and summarizing results to have meaningful insights.
- Extensive project management experience in handling highly visible communications projects.
- Experience analyzing digital media, social media, or communications problems, develop alternatives, and make sound recommendations on a course of action to high level administrators on public health communication issues.
- Thorough knowledge of the concepts and principles of media advertising.
- Proficient in Microsoft Office.
- Good judgement, political acumen, and thorough organizational skills. Exhibits and maintains a high level of integrity, confidentiality, trustworthiness and ethical behavior and the knowledge of the effect and consequences of decisions or actions.
- Exceptional written, verbal and interpersonal communication skills, including a strong sense of a good story and understanding of the topics that may be of interest to various publics and will incorporate key program messages.
Preferred Qualifications - Bachelor's degree communications/journalism/media/public relations or other related field and extensive experience in communications, advertising, and marketing.
- Spanish language skills.
- Familiarity with California State Government and the principles of public health administration.
Special Requirements - This position may be subject to a criminal background investigation, drug screen, Live Scan fingerprinting, medical evaluation clearance, and functional capacity assessment.
