This position will serve as the primary back-up to the Director, Public Transit and will provide support to the Director and for each of the division’s departments, working closely with the management staff responsible for these departments in ensuring the coordination of activities. Responsibilities will focus on the customer experience and associated services and products for delivery of transit service and public information within Metro. An employee exercises considerable independent judgment in planning and devising work programs related to safe and efficient transit facilities and operations, promotion, and advancement of the NFTA Metro brand and the overall level of customer service and satisfaction. Responsibilities may also include the planning, managing, and evaluating the delivery of transit and customer support services, coordination of capital projects, operations analysis, etc. Work is performed within the scope of established rules and regulations. Assignments and instructions are received orally or in writing from the Director and work performance is reviewed through personal consultation, written reports and observation of results obtained.

Helps plan, develop, and manage transit service programs.
Assists with the development and implementation of policies and general operating procedures.
Acts as a liaison with all Metro and NFTA support departments.
Attends civic and other functions to promote the public relations of Metro.
Provides back up and supports the Director, Public Transit in coordinating activities between departments, which include Bus and Rail Operations, Maintenance, Paratransit, Service Planning & Customer Advocacy, Transportation Center, and Operations Analysis and/or others assigned by the Director, Public Transit.
Monitors Metro’s activities to ensure goals and objectives are met and eliminate impediments to peak performance.
Develops and presents written and oral reports and analysis on a wide variety of transportation issues to a wide variety of audiences, including the Board of Commissioners.
Chairs and participates in various committees and task forces.
Directs the conducting of studies, investigations, and analysis on behalf of executive staff and Board of Commissioners.
Develop comprehensive performance metrics, goals and reporting for customer satisfaction improvement and rider information dissemination.
Develops short- and long-term strategies to accomplish goals for various transit services and/or activities.
Ensures that division team members receive appropriate training and equipment needed to implement systems and achieve expected results.
Develops, implements, and administers a variety of special projects.
Performs other related duties, as defined, and directed by the Director, Public Transit.
Assists with reports, including annual budget, personnel, annual performance, and the maintenance of records.
KNOWLEDGE, SKILLS, and ABILITIES
Knowledge of the principles, techniques, and practices of managing a public transportation system. Knowledge of transportation route design and deployment. Knowledge of hazard and safety procedures relative to transportation operations. Knowledge of federal, state and local regulations governing the operation of a transportation system. Knowledge of budget preparation and control. Knowledge of principles of management, supervision, and training. Knowledge of performance measurement, reporting and visualization practices. Ability to identify and coordinate public outreach, communication, and information campaigns consistent with customer satisfaction goals and state of practice. Knowledge of Authority administrative rules and regulations affecting operations and personnel matters. Ability to develop and implement effective surface transportation plans that are responsive to the changing needs of the community. Ability to identify current and future program needs and facility plans for surface transportation development. Ability to implement development and improvement plans for surface transportation consistent with the Authority’s Mission Statement. Ability to develop and evaluate management practices and procedures. Ability to exercise sound, expert, independent judgment within general policy guidelines. Ability to understand the applicability of existing federal and state law and regulations. Ability to establish and maintain effective working relationships with department heads, staff, private and community organizations, and others encountered in the course of work. Ability to communicate effectively orally and in writing.
