Leads the tax, employee benefits, and retirement policy portfolio for the association. Implements a plan to build a strong network within the government for NAIFA and helps the association build relationships with government officials, regulatory agencies, Congressional offices, and specific industry groups to advocate NAIFA’s interests. The position provides research and analysis of critical policy issues and their potential impact on NAIFA members and their clients.
Works with leaders of government and industry to influence public policy, monitors government and regulatory initiatives that may present an opportunity or risk to the association, and advocates for specific plans to advance the association’s objectives
Establishes and maintains relationships with key government, industry, community, and regulatory agency stakeholders; designs and implements advocacy strategies
Works with senior leadership to create consistent and cohesive policy positions on a host of tax, employee benefits and retirement issues
Duties and Responsibilities
Lobbies and builds relationships with members of Congress and regulatory agencies and their staffs. Educates relevant legislative and regulatory officials and staff about issues of interest in NAIFA. This includes, when appropriate, individual lobbying and lobbying in conjunction with grassroots/constituents.
Recommends strategies and policies for legislative and regulatory issues.
Prepares memoranda, talking points, speeches, correspondence, policy recommendations, legislative strategies, presentations, and other materials.
Shares information on developing issues with colleagues and relevant NAIFA members.
Attends hearings, political events, fundraisers, and other meetings as necessary.
Represents NAIFA at association, industry, and coalition meetings.
Utilizes discretion and independent judgment in the responsibilities associated in serving as advisor to Senior Vice President.
Works with relevant NAIFA committees and NAIFA allies (e.g., ACLI, IRI, and other groups that share common purpose with NAIFA).
Works with grassroots and PAC personnel to coordinate the lobbying, PAC, and grassroots programs of the association.
Works well with association members and other employees, functions as a team player and accepts constructive suggestions for improving job performance from supervisors and managers.
Performs other related duties as assigned
Education and Experience
Undergraduate degree. JD or other applicable advanced degree preferred.
Minimum 4-6+ years of legislative, political and/or lobbying state experience
Tax and ERISA experience as a Hill staffer or lobbyist strongly preferred.
Relationship building and management experience
Experience working with state/local government officials
Knowledge, Skills and Abilities
Outstanding communication, interpersonal, and negotiation skills including developing relationships at all levels in an organization as well as with critical external stakeholders
Demonstrated ability to foster cross functional teams, make effective decisions independently and work collaboratively to achieve specific goals and outcomes
Ability to translate complex public policy into business strategy
Proficiency in relevant computer applications and database systems
Ability to interact effectively with all levels of the company, from senior executives to staff
Strong presentation and writing skills
Working knowledge of the insurance and financial services industry
Ability to work independently and as part of a team and retain flexibility while maintaining composure under pressure
Occasional travel and in-person interaction required for advocacy initiatives.
Performs majority of work in an office or home office setting.
