Lancaster County, located in South Carolina, is adjacent to the Charlotte, North Carolina metropolitan region. The county covers 549 square miles and has a population of almost 100,000. The county comprises three incorporated communities – Lancaster, Kershaw, and Heath Springs, as well as several unincorporated communities including Indian Land, one of the fastest growing areas in the state of South Carolina. The county was formed in 1785, and it was originally part of the Camden District. A part of Lancaster County was removed in 1791 to form Kershaw County. The area abounds with landmarks of historical significance.

The Organization The Lancaster County Chamber was formed in 1953 to promote the economic well-being of the entire county. One of the organization’s first goals was to establish a university to ensure residents could receive a quality education and to provide a quality workforce for local businesses. Today, the 65-year-old University of South Carolina at Lancaster is the largest of the USC regional campuses and has consistently ranked as of the top two-year colleges in the country. For more than 70 years, the Chamber has continued to work to improve Lancaster County for its residents and businesses, recently helping to recruit a new, state-of-the-art YMCA to Indian Land. Today, Lancaster County is a vibrant and economically healthy community due to the efforts of the Lancaster County Chamber and our many partners.

The Position The President & CEO provides strategic direction, vision, and management for the programs and personnel of the Lancaster County Chamber. He/she develops and maintains a collaborative relationship between the Lancaster County Chamber and key businesses, government, education, public policy organizations, regional chambers, the South Carolina Chamber, U.S. Chamber, and other regional organizations to foster a nurturing business environment for members.
He/she demonstrates expertise in strategic planning, fundraising and revenue development (including membership sales and retention), membership and member services, program management, economic/business development, public policy, nonprofit governance and operations, finance and accounting, and public speaking. He/she has full responsibility for profit and loss, fiscal stability, and compliance. He/she is a dynamic leader with the ability to manage current programs while developing new initiatives and partnerships with other business and community organizations to achieve regional goals and objectives.
The Chief Executive Officer is ultimately responsible for all operations of the Lancaster County Chamber and serves as the primary point of contact for the organization’s officers, the Board of Directors, elected officials, and community leaders.

Essential Job Responsibilities • Strategic visionary with extensive and nuanced skills to drive change management, mission fulfillment, and operational outcomes. • Effective and profitable operation of the Chamber through optimum use of human resources, financial resources, equipment, technology, and work processes to fulfill the goals of the organization. • Develop and implement an appropriate organizational structure. • Timely and effective communication and planning with the Board of Directors to enable the Board to operate at maximum effectiveness; coordinate all Board meetings, including development of the agenda with the Board Chair, and coordinate the membership of all Board committees. • Assures effective communication with the Chamber’s members, staff, external stakeholders, and community. Establish and maintain positive working relationships with community leaders, public officials, and area organizations. • Act as the primary spokesperson for the organization. Present a professional image of self and the organization to the Board, staff, various community organizations, professional and civic groups in the region concerning the Chamber, its mission, and its activities. • Develop leadership and stimulate the work of the Board, committees, task forces, and other groups to successfully accomplish the Chamber’s program of work. • Monitor member relations, seek feedback on Chamber operations from members, strive to retain members, and work to enhance the benefits that the Chamber brings to its members.
• Assures appropriate management of the finances of the Chamber, including obtaining Board approval for the annual budget and financial forecasting; Control and monitor the budget; and constantly monitor the Chamber’s financial position. Ensure all disbursements or financial commitments have proper prior approval. • Assures sound business practices are in place and are adhered to by staff. • Oversee the Chamber’s revenue development plan annually, monitor continuously, and participate as warranted or when CEO leadership is required.
Provide leadership in identifying revenue generation opportunities beneficial to the Chamber. • Responsible for overseeing human resources are properly managed to create a positive and productive work environment that meets all legal requirements. Keep staff informed and motivated through regular communication and interaction. Assure staff is aware of and compliant with the Chamber’s policies and procedures. Assure lines of authority and responsibility are properly defined and understood. • Responsible for conducting all staff annual performance appraisals. Responsible for ensuring staff are continuously developed and trained to their potential. • Assure effective recruiting, training, and motivation of volunteers for Chamber activities. • Contact top tier members annually seeking feedback on Chamber performance, benefits to the member, and specific business concerns. • Demonstrates high standards of judgment, integrity, ethic, trustworthiness, and responsibility. Embodies genuine and infectious energy while possessing highly developed interpersonal skills and emotional intelligence.
• Strongly preferred bachelor’s degree from an accredited institution or equivalent experience may be considered. • A minimum of five years of successful chamber leadership and/or ten years of non-profit/association executive management, demonstrating progressively greater responsibility in each position. • Previous experience managing a like-sized budget. • Demonstrated commitment to continued professional development in association management. U.S. Chamber’s Institute for Organization Management designation is considered a plus. • Residency in Lancaster County is required, no later than six months from date of employment.
