ABOUT THIS POSITION The Expanded Food and Nutrition Education Program (EFNEP) is a federally funded nutrition education program that uses a paraprofessional model to teach low-income families. The mission of this program is to assist limited resource families in acquiring the knowledge, skills, attitudes, and changed behavior necessary for nutritionally sound diets, and to contribute to their personal development and the family’s nutritional well-being. This EFNEP Program Coordinator position supervises EFNEP Community Nutrition Educators (CNEs) based in Hennepin, Ramsey, Dakota, Anoka, St. Louis (2021), Nobles, Blue Earth, Olmstead (2022) counties, by providing guidance, support, training, and performance management to ensure effective program delivery to the target audience and to ensure program outcomes are met. Educators come from the neighborhoods served by the programs and have personal knowledge and experience with the community. The main content taught in EFNEP includes basic nutrition, food safety, food resource management, and physical activity. This position is a full-time position and will report to the EFNEP State Coordinator. While this position will travel frequently, it will be based out of two offices: the Ramsey County Extension Office in St. Paul OR the Hennepin County Extension Office in Eden Prairie.
Supervision of Program Staff (45%)
Supervise (in-person and remotely) the day-to-day work of multiple EFNEP Community Nutrition Educators (CNEs), adjusting the team’s work as needed to maximize efficiencies and impacts.
Conduct ongoing performance management of CNEs through record and report monitoring, teaching observations, monthly one-on-one meetings, and monthly all-staff meetings.
Train and support CNEs in delivering approved educational programs and content and effective teaching and delivery methods.
Observe CNE classes throughout the year to ensure program fidelity and success.
Monitor, direct, and coach to ensure that CNEs correctly and completely do the following:
Deliver engaging, effective, and adaptive quality educational programs to eligible audiences.
Secure participant-level paperwork regarding demographic info, eligibility, 24- hour dietary recall, attendance, assessment, and program evaluation.
Record participant data and course outcomes in the database.
Follow budgetary guidelines and procedures regarding travel, programming supplies, and other financial considerations.
Program Management (30%)
In partnership with the other EFNEP Program Coordinator and EFNEP Extension Educator, oversee the implementation and evaluation of all EFNEP programming in Minnesota, and prepare program reports for funders and stakeholders as needed.
Provide administrative oversight, effective resource management, and quality control of community programming conducted by CNEs.
Oversee and coordinate the development and implementation of partner-level agreements to ensure audience eligibility and establish terms of programming.
Implement grants and other program agreements in accordance with program plans, research protocols, and guidance documents.
Assist the EFNEP Extension Educator in planning courses for CNEs, including choosing core curricula, planning adaptations, and documenting plans.
Support the maintenance of a consistent teaching schedule for CNEs.
Train CNEs to effectively deliver 24-hour diet recall processes and other reporting protocols.
Communications and Strategic Partnerships (25%)
Maintain a sound understanding of, and familiarity with, community demographics, key partners and stakeholders such as local health and human services, and county health and nutrition initiatives.
Actively seek better understanding of community health and nutrition issues, public health approaches, and new research and strategies in order to guide EFNEP CNEs in translating this knowledge into programmatic efforts.
Maintain positive internal communications by seeking, analyzing, and synthesizing feedback from CNEs on participant and community concerns, program implementation, curricula, and other resources to improve the quality and efficiency in the program and better meet the needs of EFNEP participants.
Collaborate with other Family Development programs for holistic program delivery through coordination and sharing of resources, formative research, and program evaluation information.
Coordinate and facilitate meetings with community members, partners, and other stakeholders with a goal of optimizing relationships between Health and Nutrition programming and the community.
Build sustainable relationships with local agencies serving the target population, working to establish recruitment and teaching opportunities for educators.
Engage, negotiate, and coordinate with multiple partners to strengthen partnerships and establish community teaching sites where feasible.
Develop and implement an ongoing communication plan with partners and stakeholders with the goal of establishing sustainable relationships, securing feedback, providing updates and outcomes-related summaries, and thanking partners and stakeholders for their involvement.

This is a full-time civil service appointment at the level of Extension Program Associate 3 (7316A3). Bachelor's degree in health, nutrition, or a closely related discipline and 4 years of related experience OR a combination of education and related experience to total 8 years. Experience should include:
Minimum of 2 years of experience supervising non-student program staff, including hiring, training, managing performance, coaching, and leading efforts to foster team building.
Minimum of 3 years of experience in teaching, community organizing, community health promotion, or community education.
Demonstrated skills in planning, organizing, problem solving, and successfully completing multiple tasks under pressure of deadline.
Demonstrated ability to work independently as well as part of a team.
Demonstrated ability to work effectively with individuals, organizations, and/or communities (particularly those that use peer-based educators) representing new, culturally and economically diverse, and underserved audiences.
Respectful and professional communication style, with good written and verbal communication skills.
Demonstrated success in building partnerships and networks for the purpose of strengthening and/or marketing programs.
Strong computer skills with Microsoft and Google Suite applications to include; competent keyboarding/data entry skills; experience doing internet searches; experience using email; and the ability to lead, as well as actively participate in web-based communication and training.
Maintain a flexible work schedule, including an occasional evening or weekend work, to meet the special needs of EFNEP program management.
Be able to lift, push, pull, carry up to 40 pounds occasionally.
Valid driver's license and own means of transportation with required liability insurance, to be utilized for frequent travel within Minnesota..
Personal cell phone that can be used, as needed, for work purposes.
Must have reliable internet if/when working outside of assigned office location.
Must be able to travel within the designated communities and provide in-person programming.
Experience administering a health or nutrition-based education program.
Prior work experience in supervising paraprofessional educators focusing on limited income clients.
Experience using distance technologies and social media to market and deliver educational programming
Experience overseeing grants or contracts, and/or enforcing budgetary and reporting requirements, financial policies, and procedures.
Familiarity with the Twin Cities Metro Area, particularly the metro-based organizations and resources that serve low-income families.
Ability to speak a 2nd language (ie., Spanish, Hmong, Somali), in addition to English.
