The Communications Manager organizes and directs all communications planning, marketing, materials production, and media relations activities for the Bureau of Planning and Sustainability (BPS) with discretion and awareness of intergovernmental, community and equity issues. In coordination with the BPS Equity and Community Engagement teams, the Communications Manager is the top public information professional for the bureau, manages media relations; embeds all communications in an equity framework and ensures impactful communications across all bureau channels. The Communications Manager oversees a staff of five communications staff to carry out bureau-wide public information programs.
ROLES & RESPONSIBILITIES:
The Communications Manager is a motivating leader and manager to meet the unique communications and collateral needs of BPS projects and programs. They partner with program managers, creatives, and community engagement staff from initial brainstorming of concepts to planning and implementing campaigns that drive engagement and action.
The bureau leads with racial justice and centers equity in its work, and as such the Communications Manager works with the bureau's Equity Team to develop an equity lens and strategy for communications. The Communications Manager is responsible for holding team members accountable to ongoing equity literacy development so they are able to perform advanced equity analysis, develop tools and strategies necessary to address structural oppression in story-telling, and center the voices of community members who are most impacted by the bureau’s work.
The Communications Manager meets regularly with BPS Leadership and Management teams, as well as other City bureaus, to influence strategy and make decisions about messaging and coordinate communications across the City. They serve as a bureau spokesperson for media inquiries, to community partners, and when presenting to City Council with tact, diplomacy, and discretion.
The Communications Manager sets context, goals, purpose, and direction for the entire team, fostering an inclusive, communicative, and collaborative work environment, including leading daily and weekly project meetings. This position brings structure and process to a fluid environment, managing tight timelines, competing priorities, and multiple stakeholders. They oversee and help resolve project concerns in the day-to-day production of all of BPS' printed and digital brand marketing/communication materials. The Communications Manager leads an integrated team to generate ideas and help team members use their talents effectively. They manage internal client communications including project expectations, negotiations, and feedback.
The Communications Manager works with various staff to conceive and implement concepts, guidelines, and strategies in various creative projects; delegates projects among team members; and suggests improvements to ensure products and services adhere to bureau guidelines and the established specifications of the project. They stay abreast of the latest techniques and tools used in social media and marketing — ensuring team members have adequate resources and training.
Knowledge and experience applying the practices of communication programming management including development, implementation and measurement.
Experience and skill critically thinking and problem-solving, and making recommendations on complex community and intergovernmental relations, community relations, media relations, community outreach, and public affairs issues and strategies.
Experience communicating effectively, both verbally and in writing (correspondence, reports, studies and other written materials) including presenting information clearly, concisely and persuasively to the media and in public settings.
Demonstrated experience and understanding in anti-racism, cultural consciousness, and racial justice.
Ability to supervise a multicultural workforce, promote an anti-racist workplace environment, and apply equitable program practices to diverse and complex City services.
Knowledge and experience developing and implementing culturally conscious and competent communications with an equity lens.
