Position Summary All4Ed seeks a Senior Associate or Director of Government Relations with a demonstrated commitment to equity and excellence for all young people.1 In this position, responsibilities include, but are not limited to, executing All4Ed’s policy agenda, working closely with Congressional offices, the U.S. Department of Education (ED), the White House, the Federal Communications Commission (FCC), civil rights organizations, and education organizations. The successful candidate will bring expertise in the policymaking process, as well as content expertise in one or more of the following areas:
The transition between high school and postsecondary education and workforce
Resource equity (e.g., state and local education finance)
Assessments, accountability, and school improvement
Responsibilities The Director or Senior Associate for Policy Development and Government Relations will:
Work collaboratively with All4Ed’s VP for PDGR and Director of Policy Development to develop and implement the organization’s policy and advocacy efforts by maintaining strong knowledge of relevant federal and state policy, legislation, regulations, and emerging issues in an area(s) of content expertise and sharing this knowledge with colleagues.
Lead All4Ed’s advocacy efforts, working closely with legislative and executive branch staff (e.g., Congressional offices, White House, U.S. Department of Education, state departments of education, state boards of education, governors’ offices, state legislators) and with civil rights and education advocacy organizations at the national and state levels to advance All4Ed’s policy agenda and to support the development of equity-focused education policies.
Monitor the federal appropriations process related to All4Ed’s priorities (especially in areas of content expertise) and work with policymakers and coalitions to maintain or increase funding for those priorities.
Support All4Ed’s policy development efforts including, but not limited to, serving as content lead on at least one policy issue, producing policy analyses, analyzing research, and authoring effective publications (i.e., policy briefs, fact sheets, reports, blogs, etc.) to advance All4Ed’s policy agenda, identify policy recommendations, and support the adoption of equity-focused policies related to specific content issue(s).
Assist in the execution of All4Ed’s state and local policy agenda, including work with state legislators, governors’ offices, and municipalities.
Independently draft legislation and legislative specs; recommendations for regulations and guidance, including specific regulatory language; policy memos; summaries, fact sheets, and other briefing materials; letters of support; testimony; talking points; questions for hearings; and other documents to support All4Ed’s policy agenda.
Work closely with civil rights organizations and education organizations as partners, including representing All4Ed in coalitions and working to develop coalitions around All4Ed’s policy agenda.
Communicate and explain complex policy, research, and recommendations to policymakers and other key audiences (e.g., civil rights and advocacy organizations, education membership organizations, the media, etc.), including the development of written and multi-media materials.
Collaborate with All4Ed colleagues on an effective communication strategy including social media, webinars, events, convenings, press releases, op-eds, video, and other activities.
Work cross-departmentally to leverage the full strength of All4Ed, including a partnership with FRS to inform our policy agenda and connecting FRS leaders with advocacy opportunities.
Assist in All4Ed’s resource development efforts, including drafting proposals, building and maintaining relationships with program officers, and reporting outcomes to donors.
Support All4Ed’s strategic plan including its priorities and goals.

Minimum of five years of Capitol Hill, U.S. Department of Education, White House, national association and/or other policy and advocacy experience, especially in areas related to high school graduation, the transition between high school and higher education, resource equity, and/or educational technology
Strong relationships with Congressional offices, U.S. Department of Education, White House, civil rights organizations, and education organizations
Experience in developing education policy and legislation including drafting and providing recommendations for legislation, regulation, and/or guidance
Strong knowledge of federal legislative, budget, and regulatory processes and the political context of those processes
Ability to analyze federal and state education policy (including legislation, regulation, and guidance), generate policy recommendations, and effectively advocate for policy change based on data and evidence of promising practices
Strong written, oral, and presentation skills
Strong collaborative skills and ability to work in teams
Bachelor’s degree; advanced degree preferred
