We are seeking a Manager, Government Proposal Team for our State and Local Government business. This position is located in Richmond, VA
The purpose of this role is to manage the Government Sales Administration Proposal Team for ourState & Local Government Business . This team is responsible for responding to all Bids, RFPs, Contracts, Amendments and Renewals plus Lead Generation, Reseller Validation and processing Forms and other inquiries. The Manager is responsible for a team of Proposal Specialists/Analysts who coordinate with Sales, Legal, Compliance and other subject matter experts to identify, develop and deliver each proposal in accordance with Government Regulations and within requested specifications. This includes proactive identification of opportunities, bid package preparation and subsequent award process. Manager ensures the team adheres to documented policies and procedures including a Central Repository database, Shared Drive and Records Retention Schedule. Manager ensures the seamless transition of Bid Awards to the Government Customer Management Team and reports on all Bid Activity with win/loss analysis.
1. Staff, train, coach and develop Government Proposal Team to manage all Bid Opportunities for Extended Care & Primary Care from Bid Generation through Award Process
Coordination with Sales to confirm opportunity and analyze any historical submission data
Ensure in-depth Review and communication of all key components and provisions to Subject Matter Experts and obtain all required ROI's and Approvals
Product Selection, Cross-Reference, Best Cost and Pricing Coordination
Bid Package Presentation and submission within stated guidelines with appropriate signatures
Communicate Bid Status and execute immediate Bid Award Process, if applicable, with documented hand-off to Govt Customer Management Team
Maintain, Analyze and Report out on Bid Activity, Win/Loss Results & Trends and Individual Productivity
Identify and implement processes to streamline the bid process and reduce "no bid" stats (T&C's, Exceptions, TAT) while maintaining compliance
2. Develop and maintain a Central Repository for all Bid Opportunity Tracking, Documentation and Reporting
Establish and ensure compliance with documentation policies and procedures
Maintain Shared Drive or new application (smartsheet) for all supporting documentation including Legal, SME and Sales Approvals
Adhere to McKesson's Government Retention Policy for all documentation
Implement QC Process for documentation
3. Prospect for potential bid opportunities - Lead Generation
Establish and document process for identifying Bid Opportunities through Government Bid Subscription Services
Research bid opportunities for applicability/profitability/business alignment & communicate findings
Coordinate with Sales Team for distribution of Bid Opportunity
4. Ensure all other documents requiring Signature for Government Customers including, but not limited to, Quotes with Terms & Conditions, Certifications, Purchase Order with Terms & Conditions, etc. are processed using the documented process. Collaborate with Govt CS to simplify the instructions to Sales
5. Work collaboratively within GSA and with all MMS departments to increase our success with Bid Opportunities and leads internal initiatives to improve our value proposition in the Government space
6. Play a key leadership role in the MMS Government Market Success with their expertise in managing the Government Bid Process and plays an active role in the development of Government Business Training to Sales, Customer Service and Operational Departments
2+ years management/supervisory experience in a Sales Support, Customer Service, Proposal Management or related roles preferred
3+ years of experience in comprehensive proposal review and development with 1+ years of Government Related Experience
Working knowledge of Healthcare Distribution Operations preferred
Ability to work under pressure and meet deadlines
Excellent writing/editing and Project Management Skills
Excellent communication skills with the ability to effectively communicate at all levels of the organization
Proven collaboration with Sales, Legal and Operations and proactive process improvement success
Must be detail-oriented and have the ability to multi-task and work independently
Excellent Microsoft Office Skills - Word, Excel, PowerPoint and experience with Adobe Acrobat
BS/BA Degree in Business, Communication or Liberal Arts preferred
