SUMMARY Directs and coordinates administration of city government in accordance with policies determined by City Council or other authorized elected officials and City Manager. Responsibilities entail accountability based on measurable cost effective results for the substance, efficiency, productivity and quality of activities performed within assigned areas.
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned. Provides leadership, management direction and supervises activities of the following departments: Technology, Fire/EMS, Police, Public Works, General Services, Human Resources, Civic Facilities (Civic Center) and Greater Roanoke Transit Company (Valley Metro Bus Services) with approximately 900 employees and budgets in excess of $100M. Participates in the preparation of annual budget and expenditures and monitoring Identifies department service needs Encourages innovation and collaboration among departments and outside agencies Stays abreast of best practices in public administration and private enterprise related to assigned functions Promotes activities that encourage innovation and support agents of positive change Ensures compliance with applicable federal, state and local laws and ordinances Initiates productivity improvement efforts through implementation of advanced technology and improved use of human resources Stays abreast of regional issues
SUPERVISORY RESPONSIBILITIES Oversees seven department heads who supervise approximately 600 employees in the Departments of Human Resources, Fire-EMS, Police, Public Works, Technology, Office of Management and Budget, General Services, and liaison and contract administration functions for the Civic Center and Greater Roanoke Transit Company (Valley Metro Bus Services). Responsible for the overall direction, coordination, and evaluation of these departments. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems. Ability to respond effectively to sensitive inquiries or complaints orally and in writing. Ability to make effective and persuasive presentations on controversial or complex topics to city council, management, public groups, and/or boards of directors. Ability to negotiate and resolve conflicts. Ability to organize, direct and coordinate a complete range of administrative activities obtaining maximum efficiency. REASONING ABILITY Ability to apply principles of logical or scientific thinking to a wide range of problems. Ability to deal with problems in the most difficult phases.
