Manages and performs complex advisory and technical assistance to procurement and contract staff, community organizations and the vendor community related to the Historically Underutilized Business (HUB) program. Advises and assists the University in complying with HUB requirements. Facilitates the University's good faith effort to increase HUB participation. Prepares and submits HUB reports, monitors contracts for HUB compliance, and coordinates marketing and outreach HUB efforts.
Serve as liaison for the vendor community with various university departments. Attend and coordinate the university's participation in HUB forums, trade shows, and minority business association meetings. Work with university departments to help them successfully meet the University's HUB goals and requirements of the HUB program. Hold regular meetings with departments. Identify HUB sources which can be utilized in all procurements. Work closely with Procurement staff to identify HUB vendors that may participate in procurement opportunities. Assist in the development of HUB Subcontracting Plans. Provide training to suppliers of HSP completion. Review HUB Subcontracting Plans submitted with required solicitations to ensure compliance. Monitor procurements to determine areas with low HUB participation; re-evaluate existing long-term contracts for their HUB participation. Prepare and submit reports that are required and associated with the HUB program. Participate in establishing and monitoring the University's annual HUB goals. Assist potential HUB vendors with the State of Texas Certification process, application to the Centralized Master Bidders List, and train HUB vendors on the University's bid process and other State opportunities. Manage and direct the Mentor/Protégé program through examination of potential vendor participation and coordination with agencies. Facilitates compliance with HUB statutes by bringing general contractors and purchasers together with HUB certified vendor and skilled trade firms. Develop and recommend HUB program guidelines, policies, and procedures; includes review, revision, and maintenance of HUB policies, procedures, and website as required. Performs other duties as assigned.
Bachelor's Degree in Public Relations, Communications, or related field required. Higher education experience. MS Office Suite.
Public sector experience with a minority business development program. Experience working as a liaison with the vendor community. Experience participating in HUB forums, trade shows and minority business association meetings. Experience working in a corporate supplier diversity program.
