The Research Grants Program Office (RGPO) oversees a broad grantmaking portfolio of over $100 million a year to support research that is critical to California, the nation and the world. RGPO programs enhance UC's research capacity and excellence, which helps attract top faculty, graduate students, government funding and companies to our state. These grants also enable health researchers and community agencies to collaborate and solve the most pressing problems in the state. RGPO also provides grants for training undergraduates, graduate and postdoctoral researchers, whose work will benefit California communities.
This position is part of the Research Grants Program Office (RGPO) within Research and Innovation (R&I) at the University of California, Office of the President (UCOP). The RGPO consists of several grant making programs that are administered by the University of California on behalf of the State of California. These programs are the California Breast Cancer Research Program, the Tobacco-Related Disease Research Program, the California HIV/AIDS Research Program, and the UC Research Initiatives such as the Multicampus Research Programs and Initiatives and the Lab Fees Research Program. The RGPO provides central coordination to support grant review and administration, financial and budgetary services, database management, and other core administrative needs to all of the grant programs.
The Senior Program Officer position takes a leadership role in independently managing and developing large, complex research grant programs/initiatives in public health policy research areas within the Tobacco-Related Disease Research Program.
The Senior Program Officer develops a vision and establishes agendas to achieve research objectives, collaborations across partner programs in the CA Department of Public Health and the CA Department of Education, and develops and implements effective dissemination activities to publicize research outcomes. It is expected this position will be filled by an expert in public health policy, preferably with experience in tobacco control policy and/or research. The incumbent will also have considerable expertise in communicating with policymakers on science and health policy issues. The impact this role has with key stakeholders is critical and regular communication with stakeholders is vital to success in this role.
Responsibilities 50% Content Leadership. Serves as senior program officer on large multi-site research initiatives and grant awards with potential for significant local and state impact on public health policy. Leads the overall strategy of TRDRP in science policy and public health policy research. Engages and convenes national experts, state and federal agency leadership, and stakeholder groups including for example, the Office of the US Surgeon General, Directors of the National Institutes of Health, CEO's of national and global foundations and health voluntary organizations, the California Secretary of Health and Chief Health Officer, State Attorney General's Office, and others. Acts as the public health policy subject-matter expert for TRDRP and RGPO. Informs the program staff on current policy issues and the research needed to address the issues. Is a subject-matter expert in health disparities and/or health equity research and theory. Participates in statewide public health initiatives to determine key research needs and to inform stakeholders of existing research that can support the initiatives. Maintains the TRDRP mandate of addressing health disparities by developing effective research initiatives focusing on priority populations. Works with leaders of research funding at state, national and international levels to create new partnerships and facilitate innovative research. Regularly interacts with leadership of national and global funding agencies for example, the National Institutes of Health (NIH), the US Food and Drug Administration (FDA), and the US Health Resources and Services Administration (HRSA). Exercises extensive content expertise and relationships in the science and academic communities in California and nationally to ensure that research initiatives are aligned with emerging science and the needs of the relevant scientific fields. Works with policymakers and government agencies to develop public policy initiatives and legislation. Leads national, state, and system-wide initiatives and efforts that involve interacting with and organizing federal officials (e.g., Director of the Centers for Disease Control and Prevention), National organizations (e.g., CEO and National Senior VP of Research of the American Cancer Society), senior state government officials (e.g., Director, California Department of Public Health), and state legislative offices (e.g., VP State Government Relations; State Legislative Director). Is a leader in developing innovative dissemination strategies for research outcomes that can inform policy. Integrates data from biomedical, social behavioral, and policy research studies in impactful communication vehicles including webinars, in-person meetings, position papers, legislative briefings, and community-facing events. Determines optimal timing and strategies for disseminating the results of TRDRP-funded studies to strategic partners, policymakers, and other key stakeholders that will utilize the information in policy decisions.
20% Grant Application and Award Management. Develops long-range goals and objectives for major new research initiatives in the science policy or public health policy research. Sets priorities for research funding. Works closely with members of the RGPO Operations Unit to ensure well-run and scientifically sound application reviews. Develops TRDRP application solicitations, ensuring that they clearly communicate the program's research priorities. Identifies potential expert advisors and peer reviewers by keeping abreast of the latest scientific discoveries in relevant public health policy areas, establishing and maintaining collegial relationships with leading investigators in California and nationwide. Serves as Scientific Review Officer during review meetings, interpreting program priorities, and documenting the scientific evaluation of applications. Works closely with members of the RGPO Operations Unit to monitor and evaluate the scientific progress of grant awards. Serves as Scientific Program Officer on the TRDRP portfolio of policy research grant awards. Assesses the scientific progress of grantees and determines the need for special monitoring or grant actions.
15% Cross-functional Teamwork. The Research Grants Program Office is a highly collaborative department. 15% Research and Program Evaluation. Evaluates the outcome of major TRDRP research initiatives and strategies in the context of the current national and international public health policy landscape. Provides recommendations to program staff during the development of new research initiatives to improve the likelihood that research outcomes can inform policy decisions. The incumbent will have sufficient background in health disparities and/or health equity research to evaluate TRDRP's impact in this key area. Utilizes data analytics or other data science methods to evaluate the alignment of TRDRP practices with the programmatic aspects of the strategic plan. Advises RGPO staff on data-driven methods of program evaluation and assists with the implementation of RGPO-wide evaluation efforts.
Expert academic background and experience in selected area of research including extensive record of publications in related field(s) required.

Expertise in data science and/or data analytics, particularly as pertains to program evaluation
Doctorate degree in a relevant science policy, public health, or policy research discipline and a minimum of ten years of relevant work experience in the science policy or public health policy field.
