Columbia World Projects (CWP) is an initiative intended to better connect Columbia University with the world at large where laws and policies are made, actions taken, and norms and attitudes are shaped. CWP will facilitate the application of academic research and scholarship in the context of efforts to address fundamental challenges in our home city, around the nation, and across the globe. We do this in large part by developing and implementing projects - in partnership with practitioners from government, nongovernmental and intergovernmental organizations, the private sector, and other entities - to test promising cross-disciplinary innovations in the field, while also seeking to enrich research and scholarship.
The Associate Director, Monitoring & Evaluation (M&E) will serve as a member of the Project Management team and will be responsible for the design, coordination and implementation of the monitoring and evaluation frameworks across all phases of Columbia World Projects. This position reports to the Columbia World Projects Director of Project Management.
Works closely with the CWP Project Management and Project Development teams to develop the overall monitoring and evaluation (M&E) framework for CWP projects; and design M&E plans aligned with project work plans and project performance monitoring plans with relevant data collection systems, mid-term project review, impact assessment and final evaluation tools for all CWP projects.
Working closely with the Project Development team, helps to facilitate the articulation of theories of change for CWP projects; defines metrics and methods by which project monitoring, evaluation and learning will take place. Develops and provides appropriate monitoring and evaluation resources; organizes and undertakes trainings with project teams on M&E as required.
Works with project teams to develop M&E strategies and plans, and to ensure their effective implementation over the course of the projects, which may run up to five years. Works closely with each project team to oversee its M&E plan and support the revision of that plan as needed. The incumbent will provide technical assistance to the teams, particularly in relation to monitoring, reporting and governance issues.
Supports the Project Management Director and Associate Director in reviewing new and approved projects to ensure alignment with content parameters received from CWP leadership and all applicable Columbia University policies governing the conduct of research at the University and the management of programs.
Develops a systematic CWP monitoring framework to guide the collection and analysis of qualitative and quantitative evidence gathered by all CWP projects. This includes developing guidance regarding the development of theories of change; log frames; and impact evaluation.
Designs and maintains a CWP M&E database and utilizes data to inform projects' scope. Works with project leads to publish findings, and in some cases develop and maintain portals or data platforms to demonstrate impact. Uses findings from conducting M&E across a range of CWP projects to provide targeted recommendations to the CWP Forum and Project Development teams on how the project generation and development processes could be improved to mitigate common challenges that are manifested in project implementation.
Builds and maintains strong working relationships with CWP staff, Columbia faculty, staff and students, internal and external stakeholders and partners in all areas related to CWP project implementation.
Participates actively in Columbia's academic community, including through training, where appropriate. Develops contacts and collaboration with faculty and staff that have expertise in various evaluation methodologies, including at School of International and Public Affairs, Teachers College, Graduate School of Arts and Sciences and elsewhere within the Columbia community.
Supervises additional monitoring & evaluation staff as appropriate.
Organizes and maintains relevant project documentation.

Bachelor's degree required; advanced degree desirable. 5-7 years related experience.

The incumbent must have outstanding organizational and time management skills and be extremely detail-oriented in a high-volume entrepreneurial environment. Demonstrated ability to track projects over time at varying degrees of detail and adhere to project deadlines. Ability to build a network of contacts and interact effectively with people at varying organizational levels. Strong oral and written communication skills. Ability to quickly and effectively write media collateral, emails, and other communications.
Demonstrated experience in coordinating events in diverse, complex environments. Proficiency in Word, Excel, PowerPoint, and Outlook are required.
Domestic and international travel may be required for the support of each project.
