This Director of HR Policy will be responsible for driving continuous HR policy development and improvement enterprise-wide and ensuring the maintenance and compliance of HR Field Service Delivery polices. The Director of HR Policy and Projects will be relied upon as a business leader in the context of SVB's policy development and maintenance.
The Director of HR Policy will own the oversight, management, and cultivation of policies related to human capital across the entire organization. They will also ensure ongoing maintenance and compliance of HR Field Delivery policies, procedures and forms in a manner that is reflective both of legal and regulatory issues, and SVB's organizational culture and standards. This Director and their team of one, will be expected to stay abreast of major legal changes in all SVB global locations. They will be expected to develop and maintain an operational management system of Policies and documents that they own to ensure we have no gaps and we have appropriate reviews.

DUTIES AND RESPONSIBILITIES
Consistent with SVB's organizational structure, and within the legal and regulatory landscape, the Director, HR Policy will drive the consistent development and deployment of specific enterprise-wide HR Policies, Employment Contracts policies, procedures and forms.
Manage annual year-end policy review to reflect legal, regulatory & SVB policy changes and updates.
Key documents include: Code of Conduct; SVB Employee Handbook; International Employment Contracts; and Confidential Information and Inventions Assignment Agreement.
Partner with SVB Legal and Compliance contacts across the globe in policy efforts.
Partner with SVB Talent Development as the SME for harassment-prevention training enterprise-wide. Help ensure SVB is in compliance by regular monitoring of legal mandates, and review and updating of both external and SVB-developed content.
Lead ongoing Code of Conduct education and awareness programs with the goal of keeping the Code's requirements and ethos alive and relevant in SVB culture, in accordance with Governance Committee standards and expectations. Examples include Code of Conduct Case Studies presentation Prepare, distribute and report on annual Executive Steering Committee and senior leader Code of Conduct Questionnaires, and annual Gift & Entertainment Questionnaire. Review responses and escalate potential issues to CHRO and other Executive Committee members as needed. On an ongoing basis, track and advise upon Code of Conduct "exceptions," requiring CHRO approval (e.g. outside employment situations, acceptance of gifts). Research and prepare Executive Committee and/or Board of Directors memos on behalf of CHRO, relating to key policy updates or changes, partnering with SVB and external legal counsel as needed.
Consult with SVB and external legal counsel to assess and understand impact of new laws and regulations; modify SVB policies, forms and procedures as necessary; inform and advise HR team and/or business leaders about key changes and potential impact to SVB and its employees.
Research and prepare Executive Committee and/or Board of Directors memos on behalf of CHRO, relating to key policy updates or changes, partnering with SVB and external legal counsel as needed.
Evaluate and recommend changes to current and future practices, policies, employment guidelines related to any M&A activities.
Provide employment law and HR policy perspective and guidance.
Develop and maintain an inventory for all documents owned and managed by Policy, ensuring there are no gaps and that regular reviews of documents are completed.
Identify, validate and respond to organizational trends impacting the business.
Extensive HRBP/HR generalist experience, including international HR experience or employment law background. Prior management experience would be preferred.
Excellent detail, organizational, multi-tasking, facilitation, influence and prioritization skills.
Strong communication skills, both written and verbal – experience writing memos to an executive team/board.
Familiarity with employment law across geographies. Maintains current level of professional knowledge and is viewed as a subject-matter expert by clients and HR colleagues.
Ability to understand and analyze complex employment law principles, terminology and information, and to then apply that understanding to create policy material that is user-friendly, mitigates risk and supports SVB practice and culture.
Ability to understand, apply and synthesize international employment law concepts and requirements to create international HR policies that successfully integrate and align with SVB policy, culture and values, while being mindful of local culture and values.
Deep experience encouraging collaboration between enterprise HR and individual business lines to deliver effective and efficient solutions to the business lines.
Ability to work effectively and influence stakeholders across all levels in the organization. Strong problem-solving and analytical skills. Ability to proactively identify issues and inter-dependencies, and to devise effective solutions.
