About the Opportunity: The Director of Global Regulatory Affairs will be responsible for the exploration of regulatory environments for Northeastern University's global expansion while managing ongoing regulatory compliance of the growing network of global campuses and program delivery. This will include establishing a framework for regulatory exploration; ongoing regulatory compliance reporting and management; serving as a key collaborator in developing and optimizing the university's service functions in coordination with the Office of Chancellor, Office of Provost, colleges, regional/global campuses, Office of Government Relations, and other academic/administrative units.
The Director of Global Regulatory Affairs will be responsible for performing research, execution, and management of regulatory compliance requirements for all campus locations and programs. The Director of Global Regulatory Affairs will be managing the overall regulatory infrastructure for the university's operations from a state, province, federal and country regulatory and licensing perspective. This will include coordinating all administrative functions, reporting, and managing new/growth as well as on-going projects for the University.
This position will also have to identify, develop, and execute comprehensive best practices for global regulatory management for Northeastern University, including policy formulation, awareness as well as familiarity with governmental regulations, statutory requirements and restrictions, initial and ongoing reporting requirements at all regulatory levels. This position will be required to manage multiple simultaneous projects and must have excellent leadership and communication skills in managing numerous priorities with strong organizational skills and attention to detail.
Reporting to the Assistant General Counsel & Chief Advisor for International and Immigration Services, the Director of Global Regulatory Affairs will manage the Global Regulatory Affairs team and serve as the liaison for the University with governing regulatory oversight bodies at the state, province, and federal level for all campus locations and program approvals.
Regulatory and Compliance Functions
Build and manage the overall global regulatory infrastructure for university operations.
Review and document all potential university expansion or new growth projects.
Identify, develop, and execute comprehensive best practices for global regulatory management for Northeastern University.
Review current business processes, identify gaps and opportunities, defining processes, and system improvements.
Create a framework for implementing new/ongoing initiatives, including new campus/program launch on an existing campus.
Conduct research, execute, manage regulatory compliance requirements for all campus locations and programs.
Manage all initial/on-going licensing and approval for program delivery including state/provincial, federal and country-level requirements.
Manage all recurring reporting requirements to government and regulatory bodies.
Coordinate all administrative functions, reporting and managing new/growth as well as on-going projects for the University.
Required to work effectively with many different stakeholders' groups, colleges, and campus departments and understand the priority and processes from all perspectives.
Analyze information obtained from management to conceptualize and define operational tasks.
Specify regulatory analysis to address possible business scenarios.
Formulate business case analyses to support project go/no-go decisions and to measure project success, pre- and post- implementation.
Support the logistics of any Northeastern launch or new or enhanced offering or relationship involving campuses, learning hubs, programs, and business partnerships. Facilitate project-planning meetings for domestic and international campus location and site expansion initiatives.
Serve as a liaison for internal and external units to ensure all regulatory, accreditation, and licensing requirements are timely identified and prepared for filing/reporting, in collaboration with key partners/responsible areas at the University.
Maintain and distribute tracking, submission, and approval documentation for a varied portfolio of degree and non-degree programs for Northeastern's campus locations and sites of activity.
Prepare all licensure materials and liaise with governmental authorities for timely approval.
Support key signature events and university initiatives, including grand openings, site visits, and new student orientations.
Liaise with regional/global campus staff to complete and review ongoing regulatory needs on time; Anticipate future submissions and manage related team-planning processes.
Educate colleagues on initiatives and subsequent regulatory requirements.
Gather data regarding all out of state activity (marketing, clinical, co-op, etc.) to ensure Northeastern is compliant.
Conduct research related to SHEEO, SARA, NECHE, AACSB, ABET to support the continued growth of Northeastern and presence in higher education program authorization initiatives working closely with the Office of Chancellor and Office of Provost.
Facilitate all licensure site visits as required.
Implement and maintain internal Northeastern business process/flows to operationalize new credentials and initiatives at domestic and international locations.
Facilitate project planning for bringing new degrees into the Northeastern ecosystem in coordination with the business and academic units, and working closely with the Office of Chancellor and Office of Provost.
Liaise with the colleges, marketing and enrollment teams, and online course design contacts to track project progress in time for regulatory compliance review.
Create and prepare materials related to project timeline, financials, and business planning requirements.
Distribute project plans on an ongoing basis to leadership, colleges, and administrators.
Provide project management support during all phases of the project lifecycle: identifying and tracking tasks, anticipating risks and issues, understanding key decision points, assessing and communicating project status and taking appropriate actions, effectively close out projects, documenting lessons learned, and supporting transition to operations.
Facilitate meetings with others in the organization to ensure successful definition, development, and implementation of chosen projects.
Prepare post-implementation reports analyzing project results against documentation that supported the initial decision.
Prepare management reports defining and evaluating issues and recommending solutions. Collaborate with others in the organization to ensure the successful implementation of chosen solutions.
Working with Northeastern leaders, research and maintain activities related to international and domestic expansion; Oversee the policies and internal practices at the University required to ensure compliance and efficiency.
Manage and maintain the new program SharePoint site to alert critical stakeholders to submissions, approvals, and new program workflow.
Engage in best practices research (both primary and secondary) to support projects and to identify new opportunities.
Provide a concise and meaningful summary of the findings and a recommendation on how to incorporate them into a project or a new initiative.
Contributes to Northeastern University priorities by serving on meetings or ad hoc committees, task forces, etc. as appropriate.
The position may be required at times to participate in professional activities on weekends and evenings outside of the traditional workday. This includes time out of the office for possible domestic or international travel.
Support the implementation of business processes in Salesforce and other project management tools; Envision and execute additional duties and projects as necessary.
Bachelor's degree in Regulatory Affairs, Business Administration, Management or related field required
Minimum of 5 - 8 years of experience; specifically including:
Minimum two-year experience of corporate-level /sophisticated university environment experience in managing regulatory compliance functions;
Minimum of two to three years of project management experience in implementation projects using project management tools, MS Teams, and Salesforce, including working knowledge of the project management process, is required.
Minimum one-year experience planning and executing best practices required
Excellent analytical, writing, presentation, and project management skills are necessary.
Strong organizational, time management, analytical and prioritization skills
Ability to work independently and as a collaborative cross-functional team
Ability to communicate professionally, timely, efficiently, effectively, and demonstrated success facilitating team projects/initiatives across a broad set of constituencies and areas of expertise.
Demonstrated ability to take the initiative, perform multiple assignments/projects, and complete projects promptly demonstrating strong organizational and planning skills and attention to detail.
Prior experience navigating and educating state and other sovereign regulatory bodies is desired
Ability to independently research and analyze regulatory policies is highly desirable
Willingness and ability to travel nationally and internationally as needed.
Master's degree preferred
Higher education industry experience in a similar role a plus.
Demonstrated success in establishing processes and continuously improving upon them.
