POSITION SUMMARY: Responsible for building and maintain a solid foundation for the Early Childhood Education Program by providing leadership and vision in setting goals and objectives which emphasize children, family, language and culture. Coordinates overall daily operation of the Puyallup Tribe of Indians Grandview Early Learning Center. Provides leadership and supervision of staff; manages policies and procedures, budget and finances, curriculum and nutrition services, marketing and public relations and facility and grounds maintenance to serve infants, toddlers and preschoolers.
ESSENTIAL DUTIES AND RESPONSIBILITIES 1. Design developmentally appropriate internal policies, procedures, curriculum, and room arrangements that emphasize Early Childhood Education expectations. Implements developmentally appropriate topics in a culturally relevant environment that ensures the program meets the emotional, physical and social needs of the children. 2. Establishes criteria for enrollment, administers child care program for compliance and maintains standards, records and reports required for Washington State licensing or certification and Tribal goals. 3. Oversees facility operating budget, approves financial controls, and reports necessary for continued funding from Child Care Development Fund and other funding sources. 4. Oversees Child Care Development Fund application, and assists with other funding proposals. 5. Develops and maintains a network with the community by developing partnerships with CLS, the Health Authority, Children’s Services and others; Keeps partners informed of the Center’s activities and needs; uses appropriate resources to serve the center, children & families; acts as Liaison between the Center and Tribal Council. 6. Establishes and maintains effective relationships with parents; provides parent conferences and parent education seminars; encourages parent involvement; and maintains confidentiality. 7. Provides back-up to the Assistant Director in the Assistant Director’s absence.
8. Develops and maintains ethical and professional relationships with key vendors in an effort to obtain added value to the Puyallup Tribe of Indians 9. Contributes to a favorable public image of the Tribe by establishing and maintaining relationships and participation in the community (civic, industry, and professional). 10. Performs other duties as assigned. SUPERVISORY RESPONSIBILITIES This position has both direct and indirect reports within the Childcare Center. It directly supervises administration employees and indirectly supervises the teaching staff. Carries out supervisory responsibilities in accordance with the Puyallup Tribe of Indians Personnel policies and procedures. Responsibilities include interviewing, hiring, and training employees; planning, assigning and directing work; appraising performance; rewarding and counseling employees; addressing complaints and resolving problems.
Education and/or Experience Bachelor's degree (B. A.) from four-year college or university in Early Childhood Education, Child Development or its equivalent. Must have a minimum of 45 or more college credits in Early Childhood Education, Child Development, and Elementary Education. Must have three years as a Child Day Care Center Manager; or Associate degree in Early Childhood Education and five years experience as a Child Day Care Center Manager; or any equivalent combination of education and experience providing the necessary knowledge of early childhood education and child day care requirement Must have demonstrated experience managing grant funded programs. Must have knowledge and experience with the Child Care Development Fund. Must be able to pass state background check clearance to work in a child day care center and be able to obtain a food handler's permit. Language Skills Ability to read, analyze, and interpret common scientific and technical journals, financial reports, and legal documents. Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community. Ability to write speeches and articles for publication that conform to prescribed style and format. Ability to effectively present information to top management, public groups, and/or boards of directors. Mathematical Skills Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume. Ability to apply concepts of basic algebra and geometry. Reasoning Ability Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
Licenses or Certificates ? TB Test, First Aid/CPR certification required. ? Must have and maintain a valid and unrestricted Washington State driver’s license. Driver’s license must not contain any restrictions that would prevent the employee from driving a GSA vehicle. ? Must have and maintain a valid and unrestricted Washington State driver’s license. Must complete and pass a drug and alcohol screening upon hire and throughout employment. ? Knowledge of child day care center development, and management practices; ? Knowledge of infant, toddler and preschooler growth, education, and development; ? Knowledge in caring for and nurturing infants and of developmentally appropriate early childhood practices and curriculum; ? Knowledge of Washington State Minimum Licensing requirements; ? Knowledge of budgeting and supervision; ? Knowledge of child nutrition, health, and first aid; ? Knowledge of word processing, spreadsheet software, and basic bookkeeping preferred; ? Minimum typing speed of 30 wpm; ? Ability to plan and evaluate programs to meet objectives; skill in marketing and public relations to provide programs, establish community support, market services, and maintain enrollment; ? Skill to teach toddlers and preschoolers and to comfort infants; ? Skill and ability to communicate effectively in oral and written forms to diverse groups and ages and to establish and maintain effective working relationships. ? Must be able to demonstrate an ability to remain flexible under sometimes stressful and challenging conditions. ? Must be able to demonstrate an ability to react to changing situations quickly while exercising good judgment and decision making skills. ? Must be able to maintain confidentiality at all times.
? Requires the ability to operate a typewriter, personal computer, multi-line telephone, calculator, facsimile and photocopier.
