Administers and directs functions and programs of the County's parks and recreation system. Responsibilities include parks and recreation operations as well as departmental programs and administration. Manages the department budget, provides operations analysis, and supervises parks and recreation divisions and special operations. Work is performed with considerable independence and latitude to allow professional judgment to be exercised in making decisions. Supervision is exercised over Parks and Recreation staff. Reports to the Parks and Recreation Director.
Essential Job Functions/Other Duties/KSA
Plans, organizes and directs parks and recreation staff in the administration of parks and recreation services. Establishes and monitors management controls and procedures for performance of administrative functions and fiscal administration. Directs research and studies related to internal management or operational objectives of the Parks and Recreation Department. Develops reports and agenda items for consideration by the Board of County Commissioners. Provides executive-level assistance and policy analysis to the Parks and Recreation Director. Assists Director in determining priorities of park resources. Relieves Director of routine tasks resulting in the day to day operation of the Department. Assists in developing administrative policy for the Parks and Recreation Department. Represents the County and department at public meetings, staff conferences and professional organizations. Represents the Department in contacts with citizens groups and governmental agencies on matters of a general public relations nature. Coordinates the work activities of the Department with other functions of the Department; assists the Director in handling sensitive personnel or discipline issues. Prepares long-range planning and capital improvements. Serves on various interdepartmental project groups, special projects and task forces. Manages diverse divisional programs, establishes procedures and policies, adjusts priorities, interprets and explains departmental activities, programs and procedures to staff and public, when necessary. Manages and monitors a variety of recreation and parks operations to ensure success and implementation of County and departmental objectives. Assumes duties of the Director in their absence.

Use computers and computer programs as they relate to basic office usage.
Required Qualifications (Note: Any acceptable combination of education, training and relevant experience that provides the above knowledges, abilities and skills may be substituted on a full-time year for year basis.)
Training and/or Education: Master's degree in recreation, public administration or related field.
Experience: Ten years of progressively responsible professional experience in parks and recreation which must include considerable experience managing staff, daily operations, customer service, and policy development and implementation.
Licenses or Certificates: Valid driver's license. Certified Parks and Recreation Professional or Certified Parks and Recreation Executive certification required within six months of employment.
Special Requirements: Operation of County owned vehicle. Subject to background investigation.
Physical Demands: Requires long periods of standing, frequent walking indoors, repeated bending, crouching, stooping, stretching, or reaching; recurring lifting of objects up to 49 pounds; operation of keyboard devices.
Unusual Demands: Work is subject to inflexible deadlines and frequent interruptions. May be required to work beyond normal scheduled hours. Work requires site visits to parks across County.
