Cornell Cooperative Extension of Allegany County has an opening for a full-time, SNAP Project Manager based out of the Belmont, NY office.
The Supplemental Nutrition Assistance Program (SNAP-Ed) Project Manager will provide in-depth programmatic leadership for the South Western (Allegany, Cattaraugus, Chautauqua) Region SNAP-Ed program.
The Program Manager will serve as a member of the association leadership team and will report directly to, and work closely with, the Executive Director. While the primary responsibilities are for program coordination, leadership, and management for the Supplemental Nutrition Assistance Program Nutrition Education and Obesity Prevention (SNAP-Ed), Eat Smart New York program grant, the Project Manager may also provide some direct educational delivery on a limited basis. Responsible for the supervision of Eat Smart New York nutrition staff in the Association and programmatic guidance of other subcontracting organizations as part of the South Western Region SNAP-Ed grant program. This position will also ensure that the educational programs reflect the current needs and the diversity of people in Allegany County, and that programs conform to the objectives and mission of Cornell Cooperative Extension, the SNAP-Ed program, the region, and the Association.
This is a 1.0FTE grant-funded position. Funding for the Supplemental Nutrition Assistance Program (SNAP-ED-Ed) program is through the United States Department of Agriculture (USDA) and administered by the Office of Temporary Disability and Assistance (OTDA).
* Master's Degree in Nutrition, Public Health, Education, Community Development, or closely related areas. * 4 years of relevant work experience. PHD may substitute for 2 years' experience. * Knowledge of the principles, theory, research, and application of subject-matter appropriate to area of nutrition. * Ability to clearly communicate (speak, read and write proficiently) in English. * Ability to meet travel requirements associated with this position. * Ability to work flexible hours which may include evenings and/or weekends, as appropriate. * Ability to transport/move supplies and equipment, climb stairs with or without reasonable accommodation. * Experience with windows-based software including use of the internet and Microsoft Office Suite including Outlook, Word, and Excel. * Ability to communicate effectively through oral, written and visual channels using traditional methods as well as electronic technology. * Demonstrated experience in effective supervision and management. * Demonstrated experience with fund development, management and grant writing. * Demonstrated experience and ability to work independently and as part of a team with internal and external partners at multiple levels within organizations and across communities. * Ability to initiate, plan, organize, implement and evaluate informal education programs for diverse audiences. * Ability to effectively lead, manage, and participate in professional team efforts and highly functioning work teams. * Ability to relate effectively to co-workers, advisors, community, and professional leaders and clientele groups. * Ability to identify and make use of program resources within the community and to establish a leadership role within the community and association. * Ability to identify and secure funding that supports programs, including grant writing, developing public and private partnerships. * Ability and willingness to work with a high degree of integrity, accuracy, organization, sound professional judgment, and the ability to handle confidential, sensitive information. * Ability to organize, manage, and prioritize multiple tasks, deadlines, requirements, and priorities to complete work in a timely manner and within established deadlines.
* Registered Dietician. * Ability to clearly communicate (speak, read and write proficiently) in Spanish. * Background or course work in leadership, management, education, grant writing/management and non-profits. * Familiarity with purchasing and preparing foods, utilizing business expense accounts and pragmatic use of resources. * Familiarity with reviewing and following recipes and assure compliance to federal and state guidelines.
Program Assessment - 5% * Develop program needs assessment within scope of the Plan of Work. * Lead the process of identification and planning for local and regional program needs in collaboration with supervisor, program committees, staff, Cornell faculty, agency partners, and other community constituents. * Make recommendations for programmatic offerings, enhancements, and/or improvements based upon assessment. * Maintain direct linkage with sub-contract agencies, Cornell faculty and OTDA for program assessment guidance.
Program Development - 15% * Provide overall leadership for program development, including adherence to plans-of-work, involving the program committee, Executive Director, and Project Director for the SNAP-Ed education program activities within the Western region. * Develop high quality SNAP-Ed educational regional programs based on requirements outlined by the USDA SNAP-Ed resources, OTDA and other funder documentation using proven educational methodologies as well as innovative techniques to reach diverse target populations within the community and region. * Make programmatic changes based on program evaluation outcomes to meet the need of diverse program participants. * Assist in multidisciplinary team efforts to develop program to address priority issues.
Program Delivery - 10% * Serve as subject matter expert in the area of nutrition for staff, volunteers, participants, community organizations, general public and professionals working within the association and Western SNAP-Ed region. * Participate in delivery of innovative and multi-disciplinary program efforts utilizing a variety of teaching methods, including formal and informal workshops, seminars, and consistent with identified educational needs and requirements of funders. * Provide SNAP-Ed and Nutrition program education information to bring awareness to the public in the form of workshops, demonstrations, one-time lessons, impact statements, news releases, etc. * Work to foster acceptance of the SNAP-Ed Programs, methods and policies while addressing community and individual needs and considering diverse audiences. * Represent CCE before the public, participants, community leaders, government officials, Cornell or other land grant universities in a professional manner as part of program delivery.
Program Evaluation - 10% * Develop program evaluation to measure program impacts and gain input/insight for continuous improvement. * Interact with program participants, advisory committees, Cornell program specialists and faculty, county and community leaders to obtain evaluation data for programs. * Analyze and interpret collected program data for reporting and program improvement purposes using standard, established policy, procedure and methods. * Communicate evaluation results and findings to Supervisor and/or constituents as appropriate.
Administrative Direction - 20% * Provide leadership for process of determining program priorities and goals in consultation and collaboration with supervisor, program committees, staff, Cornell faculty, agency partners, and other community constituents. * Identify and make recommendations for policy and environmental changes to address identified gaps/needs in the community, county and/or region. * Lead the development and enhancement of community partnerships to encourage the incorporation of nutrition education programming and special events in classrooms, after-school programs and other appropriate venues. * Lead the development and planning of effective strategic communication and marketing efforts to reach target audiences and meet program objectives through public relation initiatives including networking/collaborating with government, economic, educational and community organizations. * Plan promotion of public events and programs including, but not limited to, assisting with mass media efforts related to upcoming events and programs such as National Nutrition Month. * Identify, develop, and secure community and fiscal resources for program continuance and enhancement. * Provide leadership to the process of planning the structure of delivering educational SNAP-Ed programming via various methods. * Plan, develop, and implement educational programs to train SNAP-Ed educators within the Association and region.
Administrative Management - 30% * Serve as point of contact for and interact with OTDA management regarding all fiscal, personnel, training, reporting, program evaluation, resolving issues and other decisions during contract period. * Implement policy and environmental changes to address identified gaps/needs in the community, county and/or region. * Lead and guide staff, using a high level of administrative and subject matter expertise, in effective program development, delivery, and evaluation methods. * Identify activities and resources needed to carry out program priorities and goals in consultation and collaboration with supervisor, program committees, staff, Cornell faculty, agency partners, and other community constituents. * Supervise, manage and direct the work of Allegany County SNAP-Ed nutritionist staff in the delivery of appropriate established educational programs to achieve program objectives and meet the needs of the target population. * Provide programmatic guidance and support to subcontracting Associations SNAP-Ed nutritionist staff within the South Western Region and interact on a continual basis with their direct Supervisors in the delivery of appropriate established educational programs to achieve program objectives and meet the needs of the target population. * Provide continuous feedback, coaching, and performance management to Allegany County SNAP-Ed nutritionist staff. * Evaluate performance and conduct annual performance reviews of Allegany County SNAP nutritionist staff. * Contribute, participate in, and provide feedback during annual performance reviews for subcontracting Associations SNAP-Ed nutritionist staff within the South Western Region. * Provide guidance to leadership of subcontracting Associations during hiring interviewing, selection process and orientation of new South Western Region SNAP-Ed Nutritionist educators for consistency of philosophy and implementation of SNAP-Ed expectations. * Effectively manage program budget allocations. Provide fiscal management and budget development leadership to ensure expenditure of funds is in compliance with funding requirements, grant specifications, and adherence to Association strategies/Plan of Work.
Administrative Coordination/Operation - 5% * Utilize effective marketing and communication strategies in the promotion of SNAP-Ed programming to include, but not limited to, print media, news media, social media, multi-media efforts and the environmental change initiatives. * Organize and coordinate SNAP-Ed program implementation activities (i.e. food demonstrations, direct lessons to adults and youth, etc.) and planning efforts to support delivery of established program goals. * Coordinate identified administrative aspects of the SNAP-Ed Program including, but not limited to: preparing correspondence, maintain files, maintaining participant records, etc. ensuring confidentiality of all information. * Effectively maintain existing professional relationships with other agencies, organizations and businesses to facilitate continued programming efforts. * Actively serve on appropriate regional, state and national committees and task forces that support overall educational and organizational efforts of the Cornell Cooperative Extension system. * Prepare and submit grant funding proposals as required. * Complete required financial documentation to meet the grant or budget requirements. * Schedule, coordinate, facilitate and/or participate in project-related meetings, trainings and conference calls as required or as needed. * Maintain extreme confidentiality of information participant information and data collected. * Prepare and submit expense reports, mileage reports, and/or vouchers in a timely manner per established policy and procedures. * Provide data and information to assist with preparation of reports, impact statements, and success stories for funders, advisory committees, Board and others as requested. * This position may require the transport of self and/or program materials/resources in performing position responsibilities.
Professional Improvement and Other Duties as Assigned - 5% * In cooperation with the Supervisor, jointly develop and pursue a professional development plan as a means to increase competencies relative to position accountabilities and to address changes in programming and association priorities. * Participate in all required orientation, training, and/or in-service meetings and trainings as scheduled/required. * Pursue personal growth through expanding personal knowledge of the total organization and through updating techniques and technical skills relating to the position. * Carry out assignments and other duties as assigned by supervisor, including but not limited to local health fairs, community activities, etc. * Collaborate in activities that are in general support of Cornell Cooperative Extension including but not limited to attendance at staff meetings, timely reporting of expenses, working with other staff, general marketing of Cooperative Extension programs and other duties as assigned.
