The Parks, Recreation and Open Space Director plans, directs, supervises and coordinates the operations and functions of Town parks, open space and recreation services. The Director also plans and develops programs related to the Town's community services and serves as a member of the Town's Management Team. Additionally, the Director oversees the strategic communication plans for the Town and the coordination of various citizen advisory committees. In addition to managing ongoing services, the position is responsible for planning and developing service initiatives to achieve economies, expand recreational opportunities for residents, and generally make significant contributions to maintaining or improving levels of service. Works under the general supervision of the Town Manager. Position is exempt under FLSA.
Oversees the operations of the Town's parks, open space and recreation programs principally through management of contracted services and as head of the department.
Works with contractors and consultants to complete projects and meet established goals.
Manages complex and multifaceted service contracts.
Supports and supervises members of the department staff.
Oversees public relations and marketing plans for the Town.
Conducts community engagement in formulating changes or improvements while planning and developing service initiatives.
Oversees the coordination and publication of various citizen advisory committee meetings.
Acts as staff liaison to citizen advisory committees by attending meetings and preparing meeting material.
Working closely with citizen advisory committees, researches and makes recommendations to the Town Manager and Town Board relative to planning and developing department functions.
Serves in an advisory capacity and makes presentations to the Town Board.
Frequently attends committee and Town Board meetings.
Oversees the community services for the Town and is responsible for community events as well as other aspects of general community services.
Researches funding sources and develops applications for funding for special Town projects within the general scope of parks, recreation, open space and community services.
Prepares factual reports and develops innovative recommendations for consideration of the Town Manager and Town Board.
Develops and implements parks, open space, recreation programs and community services goals, objectives, policies, priorities and budgeting.
Evaluates work completed by department to determine effectiveness in meeting department goals and policies.
Supervises various citizen civic and advisory groups related to department functions.
Oversees the management of two outdoor pool facilities and lifeguard staff.
Acts as a member of the Town Manager's team and coordinates with other managers, departments and agencies in planning and implementing open space and parks maintenance and improvements.
Coordinates with other department heads for interdepartmental needs and services.
Represents the Town on various boards, committees, and task forces, as assigned by the Town Manager.
Successfully completes special projects and assignments falling within the realm of the department.
Addresses inquiries and complaints from the public and staff regarding department programs and activities.
Prepares, administers and implements the annual department budget and exercises control over expenditures and funds.
Prepares and submits reports as required to the Town Manager regarding department activities; attends conferences and meetings to keep abreast of current trends in the field.

Knowledge, Skills and Abilities:
Extensive knowledge of the principles and practices of park and recreation administration, landscape maintenance, organizational management and public administration.
Knowledge of management analysis and methods of policy implementation.
Ability to prepare reports and to present facts and information clearly and concisely, both orally and in writing.
Ability to recognize, investigate and analyze a variety of administrative problems and make effective recommendations for solution.
Ability to carry out, with minimal supervision, special and continuing assignments requiring organization of material, development of procedures, and execution of programs.
Ability to establish and maintain effective working relationships with employees, Town officials, public groups and other agencies.
Ability to exercise supervision over all consultants and department personnel directly or through subordinate supervisors.
Ability to work under broad policy guidance and direction of the Town Manager.
Ability to delegate authority and responsibility and to direct professional, technical, and other personnel in a manner conductive to full performance and high morale.
Ability to supervise and coordinate the activities of a complex organization and to exercise sound judgment in evaluating situations and making decisions.
Knowledge of the principles and practices of organizational management and public administration.
Knowledge of the principles, practices, and legal requirements of personnel management.
Knowledge of management methods, and policy implementation.
Familiarity with computer word processing, database and spreadsheet applications.
SPECIAL LICENSE, REGISTRATION, OR CERTIFICATION REQUIRED:
Graduation from an accredited college or university with major course work in parks and recreation administration, public administration or related field. Master's degree in parks and recreation administration, public administration or a related field preferred. At least 6 years of municipal or county parks and recreation management experience with 3 or more years of supervisory experience. The Town may consider an equivalent combination of training and experience which provides the required knowledge, skills and abilities.
