This newly created Parks Resiliency Principal Planner position will supervise our Parks Planning Resiliency Team providing direction, mentorship and technical expertise while leading parks planning initiatives to ensure city, departmental and division goals are met regarding our resiliency, natural resources and trails planning. While the full pay range of this Job Classification is $83,601 - $133,762, our target hiring salary for this position is between $83,601 - $108,682 depending on education, experience and qualifications.
Lead and manage the Parks Planning Resiliency Team, which includes Trails and Natural Resources professional staff, programs and consultants across Planning, Design and Construction;
Develop, recommend to leadership, and implement work plans and program priorities such as capital planning and budgeting for Resiliency, Trails and Natural Resources programs, short- to long-term planning projects, implementation of construction projects, grant applications, opportunities for Resiliency focus areas (e.g. open spaces, trails, waterways, water quality, habitat restoration)
Leads the navigation of complex and controversial projects or situations; ensure establishment and maintenance of appropriate policies, SOPs, park standards and quality assurance
Cultivate new and foster existing relationships and collaborative partnerships with internal and external interest groups, related departments, stakeholders, members of public, Councilmembers; serve as technical advisor, team advocate and key liaison; builds consensus and support for initiatives and projects and collaborates on related projects and needs
Serve on the DPR Real Estate Acquisition Team, helping identify and vet potential acquisition properties to recommend to leadership
Manage key partnerships, which include Mile High Flood District, Public Works Wastewater, Sand Creek Regional Greenway, Highline Canal Conservancy, and others
Represent the department in planning efforts led by partners such as Public Works, Mile High Flood District, Denver Water, etc.
Collaborates with internal DPR staff, including park maintenance operations, forestry, planning, design and construction and others
Enhances and actively seeks out positive public relations for the department through a positive disposition and constructive engagement; cultivates and supports efforts to secure grants and other project funding
Leads and manages complex short- to long-range Resiliency, Natural Resources and Trails planning projects and construction projects that are within the on-call contract limits, including management of scope, schedule and budget on assigned projects
Oversee the Natural Resources and Trails Capital Improvements Program (CIP) projects for lake management, restoration, wildlife management, and trails improvements
Lead the system-wide Resiliency Master Planning effort, implementation of the Game Plan and Denver Moves Peds and Trails Plan within scope of work, lead Landscape Typology implementation (i.e. identifying areas of habitat fragmentation, and areas for turf conversions and restoration)
Prepares planning strategies and initiatives aligned with the mission, vision and values of the department and city
Coordinates and facilitates public participation in multiple stages of project planning through community outreach and engagement, public presentations, meetings and park site visits (some held during evenings or weekends)
Conducts complex research and analysis to determine the needs of the community and inform strategic responses
Oversees and executes procurement process to hire consultants, and coordinates and manages the work of consultants involved in the execution of planning projects
Prepares grant applications and manages grants received in support of planning projects
Assist and complete various related administrative duties as needed
We are looking for a highly-motivated and experienced professional who has superior relationship-building, communication and leadership skills. This position will require someone with confidence in their ability to handle complex or sensitive projects and someone with a passion and vision that aligns well with departmental and city goals. Additionally, our ideal candidate will possess a combination of the following:
Master's Degree or higher in Environmental Planning, Public or Environmental Policy, Sustainable Development, Natural Resource Management, Public Administration, Urban Planning, Landscape Architecture or directly related field
Experience supervising, leading and developing a team of professionals
Experience with natural resource planning or management and related systems (e.g. water conservation, trails and mobility)
Experience working with diverse communities developing trusting, collaborative relationships with key community stakeholders
Adobe Suite proficiency
Bilingual skills (Spanish highly preferred)

Education requirement: Bachelor’s Degree in City or Regional Planning, Architecture, Landscape Architecture, Historic Preservation, Engineering, or a related degree.
Experience Requirement: Six (6) years of professional planning experience.
Education/Experience Equivalency: One (1) year of the appropriate type and level of experience may be substituted for each required year of post-high school education. Additional appropriate education may be substituted for the minimum experience requirements.
License/Certifications: Requires a valid Driver's License at the time of application. Licenses and certifications must be kept current as a condition of employment.
