In consultation with the Faculty Director(s) of the Center for Environmental Public Policy (CEPP), the Executive Director (ED) is charged with the development, administration and management of a multi-disciplinary research Center located on the UC Berkeley campus. The Berkeley Center for Environmental Public Policy is an exciting program that connects the Goldman School of Public Policy (GSPP) faculty in a multiplicity of disciplines, such as Economics, Political Science, Demography, Law, Social Psychology and International Studies.
Faculty at the Goldman School are interested in furthering the partnerships between their disciplines, and creating linkages within the School to conduct research and develop policy recommendations and public outreach campaigns designed to transform the current US environmental systems to one that is sustainable and fair for all world citizens.
In addition to performing rigorous social science research, the Center will inform and engage the public in its effort to transform the political and environmental support systems. To achieve these goals, the center will develop graduate and undergraduate courses, and the center will communicate research outcomes and policy recommendations clearly and effectively to legislators and the public. A successful Executive Director will be passionate about developing effective external communications, public relations and marketing strategies that reach, engage and inspire local governments to take action on issues such as climate change, social justice, carbon cap & trade policies, and other policies that are relative to the environment. •Designs and develops major research, outreach, and social policy programs; ensures their execution once funded. •Develops and maintains liaisons with external advisory board. •Represents the Center to governing boards, outside agencies, and the public. •In conjunction with the Assistant Dean of External Relations and Development, identifies and pursues funding opportunities and revenue streams from multiple external sources. •Develops and executes strategic plan for financing program activities and ensuring ongoing sustainability of Center. •Develops effective external communications, PR and marketing strategies that reach, engage and incite millennial to action, with special emphasis on special events and their dissemination through social media and media relationship expertise, website development and outreach, and corresponding development of marketing and fundraising materials. •Build a following of informed voters and citizens through these activities. •Directs and administers an independent Center with complete administrative and programmatic responsibility. •Coordinates varied and competing requirements associated with managing an innovative Center and program in a university and/or government environment. •Serves as home department for cohorts of university students interested in issues of Environmental Justice and Fairness, and provide resources and strategies for forming linkages with other students at other universities, and voters across the state and nation. •Facilitates efforts of various faculty disciplines, research groups and outside constituencies to ensure interdisciplinary collaboration and wide distribution of research findings and conclusions. •Develops ideas and options for faculty review and decision, and develops and implements instruction and research programs that reflect faculty interests. •Plans, directs and controls Center budget and manages financial, HR, technical and other supporting resources. Participates in the Center’s budgeting and accounting processes to support financial infrastructure of program. •Assists in developing research, participates in professional conferences and provides public relations support. •Organizes an annual research conference on Generational Fairness for the Center (topics would vary from year to year, but the theme of Generational Fairness would underpin the annual event). •Presents seminars and workshops and collaborates with faculty on research, working closely with faculty to make their research agendas and thoughts concrete, achievable, and real. In conjunction with affiliated faculty, write, produce and promote an Annual Report on Generational Fairness in America. •Serves on committees representing the Center and its programs, participating in short term and long term planning. •Assesses Center’s effectiveness, and recommends changes to the Center and its program content, policies and strategic goals accordingly. •Other duties as assigned; may require some evening or weekend hours, and occasional travel.• Expert ability to communicate and interact effectively with a broad constituency, including faculty, researchers, program/center managers, staff, students, funding agencies, community members, nonprofit and Government agencies, individual donors and media in a dynamic multicultural setting. •Ability to engage environmental and government groups concerned with the equitable and efficient allocation of resources (including the political process that affects these outcomes). •Highly skilled fundraising ability., including identifying, cultivating and soliciting major gifts, producing events, and writing grant applications for submission to private/public foundations and specialized government agencies. •Knowledge of Federal budget process, US environmental policies, public policy development and implementation; demonstrated expertise in economic, environmental, social and cultural impacts of the political system and its stratified engagement politically across class and geographic spaces. •Academic background in economics, political science, climate policies, resource economics and/or other applicable areas of research. •Advanced oral and written communication skills. •Experience developing effective external communications, PR and marketing strategies that reach, engage and incite constituents to action, with special emphasis on governmental relationship expertise, and corresponding development of marketing and fundraising materials. •Advanced ability to think creatively and independently on concepts requiring advanced analytical skills. •Advanced interpersonal skills and ability to work with diverse groups to achieve results. •Advanced ability to work collaboratively with internal and external peers and managers. •Ability for leadership experience in an academic institution and/or non-profit agency with budgetary responsibility of $500,000 – $1.5 million and knowledge of administrative, budgetary, human resources and financial principles and practices. •Ability to oversee multiple functions, and the vision and agility to build something durable from the ground up; ability to manage productive collaborations between multiple agencies; demonstrated ability to develop and implement innovative program and research agendas while engaging the public. •Professional demeanor, attention to detail, and the ability to act decisively yet collaboratively. •Expertise developing internal communications, including coordinating and facilitating effective meetings, establishing communication protocols and ensuring key stakeholders are well-informed of program development at all times. •Technical proficiency – solid computer skills with knowledge of software programs (Microsoft Office – Word, PowerPoint, Excel). Ability to learn function-specific software.
