Franklin PUD is searching for a Senior Manager of Safety & Labor Relations to join our team. This position reports directly to the General Manager, and performs various duties to improve the overall safety culture of the District and community by ensuring the District is compliant with federal and state safety regulations, including those established by OSHA and the District. The position oversees and has responsibility for all aspects of the District’s Safety program and works closely with the District’s Management Leadership Team, and other local organizations to ensure safety compliance. The position is responsible for administration of the Collective Bargaining Agreement and provides direction and assists Directors and Managers with bargaining unit employee issues including corrective action and incident investigations. This position is responsible for the District’s Labor and Industries reporting requirements and property damage claims against the District. The position is also responsible for managing buildings and grounds which includes supervision of the Facilities Maintenance Worker, as well as oversight of janitorial, maintenance, HVAC and landscape contractors.

JOB DUTIES & RESPONSIBILITIES:
Safety: Responsible for the development, implementation and ongoing focus of safety within the District. Promotes occupational safety awareness through various training programs and has direct responsibility for the District’s safety program. Coordinates the monthly safety committee meetings with safety representatives to identify and correct safety issues. Remains current on federal and state occupational safety and health laws and regulations, including reporting and recordkeeping requirements, monitors regulatory changes as they occur. Researches, develops and implements written occupational safety and health programs and policies concerning the responsibilities of managers, supervisors and other employees throughout the District. Keeps current and makes recommendations to safety policies, procedures, programs and Emergency Response Plan to the General Manager. Performs audits and onsite inspections to ensure safety standards are met for equipment, operations/maintenance and work tasks. Provides recommendations for risk mitigation measures and techniques, issues notices of hazards and required abatements. Communicates information relating to safety to employees by attending department meetings, updating the Intranet safety page, email, specified trainings or other forms of District communications.
Collective Bargaining Agreement Administration: Works closely with Management during local and joint negotiations and may serve as the District’s primary negotiator and designated management representative. Performs research, develops contract and costing proposals, and drafts letters of understanding. Identifies bargaining unit issues and interest, prepares strategy for labor contract negotiations, and advocates on behalf of the District’s interest.
Labor Relations: Leads development, documentation, administration, implementation and compliance with the Collective Bargaining Agreement in labor management meetings.
Collaborative Relationships: Works closely with Human Resources to assist with employee issues such as corrective action, incident investigations, and application of the Collective Bargaining Agreement.
Investigations: Leads investigations and prepares required reports on accidents. Responds to scenes of employee personal injury accidents. Records and tracks injury/illness, incident and near miss reports, and accident trends. Investigates, mediates, and resolves complaints and allegations regarding safety and labor issues, coordinates and maintains tracking, processing, and closing of grievance files. Investigates damage claims, prepares recommendations and notifies appropriate parties and insurance companies.
Supervision of Facilities Maintenance Worker: Supervises, coordinates and directs all work associated with facility maintenance of the District. Works with all departments to meet various maintenance needs.
Buildings and Grounds Maintenance: Oversees District properties and ensures adequate maintenance, enforces the rules and provisions of District policy regarding public use of District properties. Investigates and addresses property damage or negligent use, and miscellaneous maintenance issues. Oversees performance of janitorial, HVAC, maintenance and landscaping services, arranges maintenance and repair of properties and equipment and ensures proper budgeting for these services.
Security: Develops and maintains security procedures for after-hours building access. Manages the security system provider and is the first point of contact for the provider to report security and access issues.
Budget: Responsible for development and execution of the Safety and Labor Relations department annual budget.
Representation at Meetings: Represents the District at meetings, conferences and other events, sponsored by members of the public power community, the Central Washington Public Utilities (CWPU) and other entities, as deemed appropriate.
Conduct: Understands and follows District/supervisor expectations regarding appropriate dress, attendance, punctuality, schedules and unscheduled time off, and the appropriate use of District time, equipment and resources. Sets an example by displaying a spirit of cooperation.
Professional Relationships: Maintains positive working relationships with all employees, CWPU members, CWPU Unified Insurance Program members and IBEW Local 77 representatives.
Leadership: Contributes to setting the direction of the District as a member of the Management Leadership Team. Participates in the development and implementation of the District’s operating plans. Offers information and guidance to all departments in matters relating to labor relations. Exhibits District Mission, Vision, and Values in all aspects of job duties.
Acting General Manager: In the absence of the General Manager and Assistant General Manager, assumes the daily duties of that position, within the guidelines of the Succession of Authority policy, to effectively continue the business of the District.
Performs other duties as assigned which may include working extended hours as needed to ensure meeting deadlines.
Education and Experience: Minimum 10 years of experience working in the electric utility industry with a demonstrated working knowledge of all aspects of various operations, customer service and engineering functions, knowledge and understanding of construction, labor agreements, OSHA Standards, labor relations and collective bargaining management.
Degree: Bachelor’s degree in Business, Electrical Engineering, Human Resources or other related discipline. Experience in electric utility operations management, utility construction and collective bargaining agreement management experience may be substituted for required educational degree.
Preferred: Master’s Degree in related field with electric utility safety experience and knowledge.
Knowledge, skills and abilities: Federal, state and local laws and regulations related to safety, employer-employee relations issues in particular and to employment issues in general. Advanced skills and the ability to: a) communicate effectively, both verbally and in writing; b) work proficiently with word processing, electronic spreadsheet, and presentation programs in a Windows environment; c) ability to listen and record accurate meeting minutes; d) operate basic office equipment, including PC and related software; e) exercise independent judgment and thinking; f) organize tasks and perform them concurrently. Demonstrated ability to problem solve, and demonstrate flexibility. Demonstrated ability to effectively work under stress.

Responsibility for confidential matters: Handles matters related to safety investigations, personnel, salaries, wages, employee conduct, with confidentiality and trust. Prepares, reads, types, distributes, receives and files materials which require confidentiality.

Errors can result in breaches of confidentiality or breaches of compliance, and may have a negative financial or public relations impact on the District. Errors in judgment may result in damage to property or grounds.

Pressure of work: Pressure may occur in meeting workload schedules, and in prioritizing tasks and assignments. Pressure may also occur in matters of discipline and discharge, or in dealing with other highly sensitive, confidential matters.
Travel/Unusual working conditions: May travel to attend training. Attends infrequent meetings outside the normal work day.
