Position Description: This is a full-time position with benefits and is renewable annually based on continued funding.

PROGRAMSUMMARY: The Educational Talent Search (ETS) program identifies and assists 1166 individuals from disadvantaged backgrounds who have the potential to succeed in higher education. The program provides academic, career, and financial counseling to its participants and encourages them to graduate high school and continue on to the postsecondary school of their choice. The goal of ETS is to increase the number of youth from disadvantaged backgrounds who complete high school and enroll into postsecondary education institutions. Services provided by the program include: Academic, financial, career, or personal counseling including advice on entry or re-entry to secondary or postsecondary programs; career exploration and aptitude assessment; tutorial services; information on postsecondary education; exposure to college campuses; information on student financial assistance; assistance in completing college admissions and financial aid applications; assistance in preparing for college entrance exams; mentoring programs; and workshops for the families of participants.
POSITIONSUMMARY: Under the general direction of the Director of Early Outreach and Support Programs, the Associate Director is the lead in the day-to-day operations of Educational Talent Search (ETS). The Associate Director leads a team that includes: four Outreach Specialists, an Assistant and student assistants serving as Mentor/Academic Advisors, and is responsible in attaining program objectives.
ESSENTIALDUTIESANDRESPONSIBILITIES include, but are not limited to, the following:
Oversees program implementation including developing, planning, and implementing goals, objectives, strategies, policies and procedures.
Independently assesses program needs and develops creative solutions that integrate approaches across organizational lines for possible implementation to meet these needs. Recommends changes on matters both within and outside Educational Talent Search.
Establishes and maintains working relationships with target high schools, postsecondary educational institutions, and community agencies to assure cooperative referrals and coordination of recruitment activities.
Conducts project and program marketing and public relations activities for advocating the purpose and success of the project with its students.
Assists in the selection of and provides training and evaluation to project staff.
Conducts site visits to the targeted schools to observe and assist the Educational Advising Specialists with curriculum presentations, field trips and college tours.
Coordinates and reviews all aspects of student selection.
Monitors, collects, and evaluates data to provide analysis of program and/or student performance.
Uses an asset-based approach to building on the talents and strengths of each student.
Completes all reporting requirements including Board updates, end of year review, and annual performance report.
Monitors compliance of grant conditions and terms, maintaining grant records and accountability procedures.
Uses good judgment to resolve problems where guidelines and precedents do not exist. Independently determines approaches and techniques to utilize in advisement situations and, within established parameters.
Works closely with other support teams on campus (i.e., Financial Aid, ASAP, etc.) to identify program eligible students.
Plans and monitors expenditures for appropriate and effective fiscal management of budget resources. Plans and projects program budget expenditures, and establishes proper and required paper documentation for all project expenditures.
Coordinates the work of the project with other TRIO projects.
Handle sensitive and/or confidential documents and information where judgement and discretion are essential.
Ensure confidentiality of all program records and other sensitive information.
Represents ETS at university functions and at statewide and national meetings, as necessary
Attends relevant national, regional, and local professional development conferences, workshops and seminars
Promotes and maintains an atmosphere of excellent internal and external customer service within the department and the campus community
Performs other duties as assigned

Advanced knowledge of the techniques and methods of interviewing. Extensive knowledge of the basic principals, practices and major trends in advising/mentoring. Ability to rapidly acquire a working knowledge of the specific objectives of Educational Talent Search, Early Outreach Programs Office and their relationship to the total campus; ability to interpret and apply program rules and regulations. Ability to analyze complex situations accurately and adopt effective courses of action. Ability to advise students individually and in groups on complex matters. Ability to determine appropriate courses of action and proper techniques to utilize while engaged in sensitive situations. Ability to gather and analyze data; ability to reason logically, draw valid conclusions and make appropriate recommendations; ability to participate in and contribute to group meetings, conferences, and interviews; ability to present clear and concise information orally and in written reports. Ability to establish and maintain cooperative working relationships with faculty, staff, student organizations, and other private and public agencies. Ability to work effectively and interdependently in a diverse university environment. Ability to interpret and apply federal, state, and university policies and regulations pertaining to academic achievement. Ability to use initiative and resourcefulness in planning academic pathway, work assignments and in implementing long-range program improvements for program participants. Knowledge and understanding of Title V, E.O. 595, 665, 405, and CSUMB Admissions and Financial Aid policies. Ability to prepare and conduct evaluations of subordinate staff. Experience in training, mentoring and supervising staff. Working knowledge of and ability to use a broad range of technology, systems and packages.
Minimum Qualifications: Equivalent to a Masters degree from an accredited college or university AND two years of professional experience in areas related to college advising and/or retention. Additional specialized experience during which the applicant has acquired and successfully applied the knowledge and abilities shown above may be substituted for the required experience on a year-for- year basis. A minimum of one year experience in supervising staff, budget management and program development.
Specialized Skills: Demonstrated ability to interact successfully with a variety of constituencies including middle/high school and college personnel and partnership members. Demonstrated knowledge, commitment, and ability to work with students from disadvantaged, diverse and non-traditional backgrounds. Experience with personal computers including word-processing, spreadsheet, databases, querying software, and email applications. Demonstrated experience that clearly provides evidence of the knowledge and skills required to perform each essential duty satisfactorily. The requirements identified above are representative of the knowledge, skills and/or abilities required.
Must be willing and able to work evenings and weekends and to travel in and out-of-state as deemed necessary to provide services to participants and attend professional development opportunities. Position will require travel between campus offices and off-campus location. Must have own transportation, valid drivers license, and insurance, and the ability to complete a web-based training in defensive driving. Must continue to meet the established driving standards as a condition of employment.
Preferred Qualifications: Second language fluency. Highly desirable: Demonstrated understanding of and commitment to the CSUMB Vision Statement and the core values of mutual respect, collaboration and service orientation, multiculturalism and diversity, community service and institutional excellence. Experience working with a diverse and multicultural population and performing community services; demonstrated technical literacy.

The salary for this position is $4,615.33 Per Month. This position is not eligible for the overtime provisions of the Fair Labor Standards Act.
