This position oversees the development, implementation, and coordination of Banner Health compliance and ethics training and education programs. Supervises efforts to tailor training and education to meet government requirements and current legal and regulatory landscape. Develops curriculum and its concomitant policies, procedures, and other materials. Distributes and implements developed materials via appropriate media to raises awareness and increases understanding of the legal and regulatory environment. Serves as Compliance Department's training liaison to all facilities and business units. Partners with compliance personnel throughout organization to facilitate implementation of general compliance training as required and to identify, develop, and implement specific or remedial training as required. Collaborates with the facility compliance officers to achieve timely completion of compliance training.
Works with Ethics & Compliance department staff and other internal and external experts to develop learning documents and programs that provide practical advice and direction on legal and regulatory requirements within the scope of the organization's ethics and compliance program. Utilizes sound instructional design theory to design, develop, and deliver compliance learning programs designed to improve employee performance. Responsible for overseeing the development, distribution and maintenance of Banners compliance documents, including Banners Code of Conduct. Authors and maintains documentation of training program requirements, policies, processes, and materials.
Oversees tracking systems to document workforce completion of compliance training requirements. Works in partnership with compliance personnel to identify target audiences and tailor training and education materials and media to facilitate effective delivery and completion of compliance training throughout the organization. Serves as learning center liaison.
Supervises department development of annual compliance training plan to establish priorities for development and delivery of compliance training that support the organizations compliance objectives. Builds effective relationships with all organizational entities to monitor compliance educational needs. Monitors Banner Health service line development and regulatory and enforcement landscape and revises and updates compliance lesson content to meet change.
Provides compliance/ethics expertise to aid the organization in meeting its mission, vision and strategic goals. Responds to management, department, and individual requests for educational support, resources and guidance regarding compliance.
Oversees and facilitates department's communication strategy through development of an annual training communication plan. Understands internal communication media and manages ethics and compliance departments presence in each forum. Works with compliance personnel to develop written content for regular distribution. Oversees maintenance and updating of compliance department's webpage.
Oversees and works in concert with other leaders to identify training, education, and communication needed to address general and specific compliance matters. Tailors compliance to identified issues, corrective action processes, disclosure topics, investigative processes, and newly identified legal and regulatory environmental risks.
Develops education program performance objectives, milestones, and benchmarks. Develops and implements tools to measure performance and effectiveness. Documents and regularly reports on compliance department's training and communication programs.
Maintains current knowledge of orientation, training, and organizational developmental techniques. Maintains current knowledge of healthcare law and regulation.
Bachelors in business or equivalent experience.
Knowledge of law and regulation; knowledge of education, learning and development; experience in health care management or related field. Superior written and oral communications skill. Experience in providing advice or guidance and feedback to leaders. Excellent classroom, platform, group facilitation, and consultation skills. Experience in utilizing audiovisual resources, distance learning, and computer assisted learning technologies preferred. Demonstrated ability to work with groups and teams in planning and implementing change.
Juris Doctor or Masters in Health Law with a minimum of five years experience preferred. Experience in a complex, multi-facility, corporate setting preferred.Certified in Healthcare Compliance preferred.
