Goldbelt, Inc. is in search of a Subject Matter Exert II (Analysis Support) on the Human and Animal Research Protection (HARP) located in FAlls Church , VA.
Provide guidance and support in all matters related to the AF HRPP via AFMSA/SGE-C.
This requires considerable judgment and discretion in determining and interpreting the intent of and AF conformance to legislation, regulations, policies, directives, guidance and established precedents
Perform review of potential human research activities for the AF HRPP as defined in the subparagraphs below:
Provide written and verbal analysis addressing human research protection requirements, working closely with the AF Research Oversight and Compliance Director, Program Manager or Branch Chief, other SMEs, and other internal and external customers.
Coordinate review of human research protocols by the SGHARP.
Ensure compliance of activities with AF policy on Assurances. Review; provide corrective guidance to submitters and otherwise coordinate submission of applications for AF issued DoD Assurances and related documentation (HRPP policies and procedures) from initial receipt through to final disposition.
Provide support for the update and preparation of AF, multi-service and joint policy guidance and other official publications, based upon AF HRPP policy and/or guidance from AFMSA/SGE-C leadership
Provide HRP education and training for the AF HRPP and in consultation with AFMSA/SGE-C. Prepare and present reports
Provide support in monitoring compliance of the AF HRPP. Monitor and track approved Assurances and related documentation to ensure ongoing compliance (confirm existing Institutional Agreements for IRB Review with IRBs of record)
Plan logistics of site visits or SAVs to sites with AF-issued DoD Assurances to evaluate HRPPs and assess compliance of AF supported or conducted research. Participate in site visits or SAVs with AFMSA/SGE-C personnel
Exercise excellent written and verbal communication skills, as well as public relations skills, in communicating with internal AF personnel and external non-AF personnel.Establish and maintain contact with local HRPPs, which may be AF, other DoD, or civilian, for the purpose of maintaining oversight, exchanging information and reporting progress or problems associated with local implementation of the AF HRPP or any AF human research conducted or supported by the institution.
Coordinate preparation for and attend meetings, seminars, workshops, demonstrations and other events. Prepare minutes on events attended for general distribution
Knowledge of human research protection policy as indicated in References, Dodi 3216.02 AFI 40-402.Knowledgeable and Experienced in Microsoft Office (Excel, PowerPoint, Word and Outlook).
Experience in implementing DoD and AF HRPP requirements
This position requires either a Bachelor in Arts or Bachelor in Science Degree and a minimum of four (4) years of specialized experience or a relevant graduate degree and a minimum of two (2) years of specialized experience.
