IIE administers the Global EducationUSA Services Program through a cooperative agreement with the U.S. Department of State Bureau of Educational and Cultural Affairs (ECA). The Senior Communications Manager will collaborate with ECA in the development of a global campaign highlighting the United States as the top study destination and manage all day-to-day implementation of activities. In cooperation with ECA, s/he will work closely with a public relations/marketing firm to identify key markets, identify the most effective channels of communication, develop messaging and marketing materials, and launch a pilot campaign for target audiences in selected areas.
Please note: This is a grant-funded position that is anticipated to have a duration of 1 year.
Leads and manages strategic planning and overall campaign oversight in collaboration with ECA and ongoing monitoring and evaluation to ensure compliance with sponsor goals, vision, and standards.
In consultation with ECA, conducts the procurement and contracting of a public relations/marketing firm to assist with identifying key markets and target populations, craft appropriate messaging, identify the most effective channels through which to communicate the messaging to the target audiences, and launch a pilot campaign to the target audiences in selected areas.
Collaborates with members of the EducationUSA network and IIE’s research team to identify primary concerns and/or misconceptions worldwide and by region to facilitate the creation of more effective, tailored messaging. In so doing, works with public relations/marketing firm to develop high-quality resources, materials, and messaging for both U.S. higher education institutions and the EducationUSA advising network for use in outreach activities.
Manages relationship with sponsor to determine overall direction, identify needs, and evaluate alternative business solutions if needed. Continually seeks opportunities to increase customer satisfaction and deepen sponsor relationships.
Collaborates with the EducationUSA Communications and Social Media Analyst to design and implement a robust outreach and communications strategy utilizing new campaign and materials while capitalizing on existing EducationUSA social media networks worldwide. Monitors the impact of the communications and social media strategy, and analyze, review, and report on effectiveness of campaign to maximize results.
Ensures all contract deliverables are submitted on?time and in compliance with the sponsor requirements. Ensures service providers meet their contractual obligation to deliver quality services.
Responsible for complying with applicable contract and sponsor requirements and following all IIE policies and procedures. Regularly assesses whether programmatic activities and associated expenditures are on?track with annual budget.
Education and Work Experience:
Requires a Bachelor's degree in order to apply a working knowledge of the theories and principles in a specialized field or work discipline.
Requires at least five years of related work experience.
Knowledge, Skills, and Abilities:
Master’s degree preferred.
Must have proven experience with the design, development, and delivery of communications strategies in work execution and partnership with sponsors/stakeholders from various sectors, such as academic, professional, corporate, student, government, NGO, media, etc. Additionally, ability to interact with all levels of staff and external contacts is required along with possessing an innate sensitivity to cultural differences when working with people from other cultures.
Must have excellent interpersonal and communication skills, both oral and written, to clearly and effectively convey information to individuals or groups of people at all levels both inside and outside the organization.
Must possess strong attention to detail, critical thinking skills, and the ability to think and act proactively. Must have strong editing and proofreading skills.
Must have demonstrated graphic design sensibility and experience in producing visual and messaging, in addition to experience with Adobe Creative Suite and other tools for the creation of images preferred.
Must possess an in?depth knowledge and understanding of media platforms and their respective participants, as well as how they can be deployed in different scenarios.
Experience working with the U.S. higher education community and international student mobility preferred.
