Johnson County, Kansas is recruiting for a dynamic and energetic person for the position of Director of the Department of Health and Environment (DHE). This is an executive management position that has responsibilities to provide community health improvement leadership, public health protections and participate in the overall management of the County organization.

DHE, with locations in the cities of Olathe and Mission, Kansas, has approximately 135 employees and an $18 million budget. DHE’s Mission Statement is: To Protect the Health and Environment, Prevent Disease and Promote Wellness for All who Live, Work and Play in Johnson County through Exceptional Public Service. The Director will lead DHE in fulfilling its mission utilizing the values of a High Performing Organization and innovative approaches.
Serves as the executive director of the Department of Health and Environment by planning, directing and engaging the community in the administration of county-wide Public Health and Environmental programs, programs include the enforcement of health laws and regulations, disease control/prevention, health planning/education, clinical/laboratory services, pollution control, and sanitation; ensures adherence to applicable federal, state and local laws and regulations, as well as established policies, procedures and standards.
Directs and supervises the DHE Executive Management Team in development of service area performance indicators, goals, objectives, budgeting, and capital improvement projects that supports the Board of County Commissioner’s mission, vision, and strategic plan.
Provides oversight of DHE operations to ensure good stewardship of resources and good levels of employee engagement.
Serves as an internal consultant to units, divisions, and departments/agencies of Johnson County concerning public health and environmental issues.
Acts as a key participant in DHE divisional and organizational strategic planning; formulates, implements, administers, disseminates, and interprets organizational public health and environmental policies and procedures.
Assesses how policies and procedures impact the services offered to the public; makes or recommends changes as necessary to ensure that services are provided in an efficient and effective manner.
Actively participates actively with the community representing Public Health in local, regional, state and national initiatives; takes an active role in various health-related and environmental professional organizations.
Establishes good communication strategies within the DHE, Johnson County organization and the community to provide effective education on health-related and environmental subjects.
Acts as a member of the Executive Leadership Team for the Johnson County organization, participate in organization-wide teams, committees and task forces.
Promotes good public relations with other local providers of service; represents the Health and Environment Department on local, state, and national committees advancing the practice of Public Health and Environmental service delivery by taking an active role in various health-related and environmental professional organizations and agencies in order to increase community awareness of health and environment related issues.
Master’s degree in Public Health, Public Administration, Environmental Science, Biology, Nursing, Health Care Administration or related field. Fifteen years of progressively more responsible public or environmental health experience, preferably in the public sector. Five years of demonstrated administrative and supervisory experience (or an equivalent level of experience) in a comparable environment, preferably public sector. Working knowledge of public health and environmental law and regulation, public health theory, communicable disease etiology, epidemiology, public health clinical function, laboratory utilization, pollution control science and practice, air quality science, and sanitation science and practice or a related field also preferred.
Johnson County is an equal opportunity/equal access employer and offers a competitive salary and benefits package. The expected salary range for this position is $110,381 to $151,774 annually and will be commensurate with experience.
