Position Summary: Under the general supervision of the 4-H Youth Development Advisor, the 4-H Program Representative (PR) II helps the community and supports the education of Latino youth through assisting with the design, implementation, and evaluation of culturally responsive educational youth programs in partnership with Latino communities. As such, a candidate who is bilingual in Spanish is required. In collaboration with the Advisor, the PR assesses interests, resources, and needs of Latino youth and families; attends, coordinates, and delivers training; implements programs to increase the participation of Latino youth in the 4-H YDP; implements marketing campaigns and recruits, trains, and supports community Latino volunteers to assist in the delivery of educational programs to youth; conducts evaluations; and disseminates programs and achievements.
This position will promote, in all ways consistent with other responsibilities of the position, the affirmative action goals established by the Division and the statewide 4-H YDP policies and procedures.
Special Conditions of Employment: Travel outside of normal business hours
Other Special Conditions of Employment: Must possess California driver's license to drive a County or University vehicle. Ability and means to travel on a flexible schedule as needed, proof of liability and property damage insurance on vehicle used is required. Reimbursement for job-related travel is available and according to University policies.

Duty 1: - Collaborate with local communities, county staff, advisors, and other UC academics and campus faculty (if applicable) on the design and delivery of new, innovative, and culturally responsive programs using a variety of educational methods that respond to the local Latino population interests and needs. - Ensure 4-H programming complies with best practices of positive youth development, policy, and procedure. - Assist in the development and implementation of a plan to sustain the programs, including funding and volunteer recruitment. - Effectively deliver information to the Latino population regarding the 4-H program, including all delivery modes (e.g., community club, after school, camp, etc.). The candidate must be bilingual in Spanish. - Respond to clientele requests for specific information, including new club programs. - Increase enrollment of Latinos (youth, families, and volunteers) in the CA 4-H YDP. - Collect enrollment and other outreach data as required by the program. Duty 2: - Attend training offered by the State 4-H Office, county program, or others as identified by the Supervisor. - Coordinate and deliver training for 4-H adult volunteers, 4-H club leaders, and 4-H staff to support diversity, inclusion, and positive youth development practices. Duty 3: - In partnership with county staff, identify communities not being served by 4-H long-term programming. - Initiate, develop, establish, and strengthen relationships with key institutional networks, community leaders, youth-serving organizations and other agencies serving Latino youth and families. - Map, assess, and document key institutional networks (both formal and informal) and programs that are successfully serving Latino youth and families. - Assist in conducting a needs assessment to identify the program needs of the Latino population from selected youth serving organizations. - Assist in identifying barriers to Latino youth and family participation in 4-H, as well as proposed solutions to them. Duty 4: - Collaborate with the 4-H Communication Specialist on the design and implementation of marketing campaigns to increase 4-H brand recognition in Latino communities through active participation in traditional and social media (radio, Facebook, Twitter, Instagram, etc.). - Participate in community outreach events, community collaborative, and/or educational events to promote the 4-H YDP. - Recruit multicultural volunteers and club leaders through the community, organizations, and businesses. Duty 5: - Document efforts in accessing and establishing relationships with the Latino community. - Document best practices while reaching and serving Latino youth, families, and volunteers. - In partnership with county advisor, evaluate program effectiveness using appropriate models. - Collaborate with advisors and other academics in data analysis. - Document efforts to sustain the program and make recommendations to improve efforts. - Make recommendations on successful programs to replicate in other counties. Duty 6: - Collaborate in the development of extension publications such as fact sheets, policy briefs, newsletters, and one-pagers. - Collaborate in the development of professional development workshops for 4-H personnel and technical reports aimed at youth serving practitioners and general public based on research findings. - In conjunction with the county-based advisor, participate in academic conferences and forums. Duty 7: - Maintain up-to-date understanding of 4-H YD policies and relevant University policies. - Respond to policy inquiries from 4-H members, families, and adult volunteers. Seek technical support from advisor and appropriate personnel at the statewide level. - Ensure 4-H members, families, volunteers, and 4-H units comply with University and 4-H YD policies and procedures. - Review and approve 4-H unit budgets and fundraising approval forms as delegated by the County Director. - Effectively resolve conflict. Assist clientele with the complaint review process and completing incident reports. - Assist 4-H community clubs with outreach efforts to ensure compliance with affirmative action requirements and to expand and diversify youth and adult volunteer club membership. Duty 8: - Attend staff meetings at the local and state level. - Prepare an annual plan of action, progress reports, and an end-of-the year accomplishments report as requested by the advisor.
