Under the direction of the Chief Financial and Administrative Officer, the Executive Director will be responsible for overseeing various human resources and administration projects and programs. The Executive Director will be responsible for developing programs and policies such as recruitment, employee relations and employee benefits. The Executive Director of Human Resources provides strategic leadership for the efficient and effective operation of the Office of Human Resources through collaborative networking with internal and external stakeholders.
OVERALL PURPOSE & RESPONSIBILITY:
The primary and most important overall responsibility of all employees is to provide service in a pleasant, helpful, and effective manner to our students and other members of the College community.
Accepts responsibility for the timely preparation of student outcomes assessment efforts of the faculty in planning, collecting data, and reporting dates as they relate to course outcomes, program outcomes, general education outcomes, and developmental program outcomes. Actively participates in setting annual division goals and objectives, completing OIR reporting forms, collecting data, analyzing data, and preparing a report using guidelines established by OIR.
Required: Bachelors degree required from an accredited college or university in business, human resource management, public administration, or closely related field.
Preferred: Master's degree preferred or related professional experience.
PHR/SPHR certification preferred.
At least 8 years of professional and management experience in Human resources supervising and directing the functional areas of Human Resources including Recruitment, Benefits, Compensation, Employee/Labor Relations, Training and Development, HRIS, and Employee Communication and Recognition.
Previous experience in a unionized environment and hands-on experience handing investigations, grievances and complaints and negotiating collective bargaining agreements.
Previous human resources experience in higher education or other public sector entity or professional experience working effectively with public entities.
Experience implementing change management initiatives within each level of the organization.
Previous Training and Leadership Development experience.
Comprehensive understanding of managerial responsibilities and duties including sound knowledge of human resource principles, techniques and procedures.
Sound knowledge and demonstrable, high level assurance compliance and work experience with applicable Federal and State human resource-related statutes and regulations, including ADA, ADEA, COBRA, FMLA, FLSA, HIPAA, OSHA and Title VII of the Civil Rights Act of 1964.
Proven ability to help identify and address institutional human resource needs in a collective bargaining environment.
Requires the ability to deal with people beyond giving and receiving instructions. Must be adaptable to performing under stress and when confronted with persons acting under stress.
Required to analyze problems, identify alternative solutions, project consequences of proposed actions, and implement recommendations in support of goals.

Oversee and manage all aspects of college-wide human resources aspects and initiatives including management of HR employees.
Serve as the lead administrator for negotiations with bargaining units and for handling grievances, employee appeals related to working conditions and contract management.
Oversees, directs and/or participates as a principal manager, working directly with College Counsel when required, of the College’s response to all potential and/or actual employee or student litigation in which the College or any of its Officers is a named defendant.
Oversees, directs and/or participates as a principal manager, working directly with College Counsel when required, of the College’s response and dealing with all federal and state rule making agencies including PERC, and the NJ DCR.
Manage, maintain and provide recommendations related to various insurance coverage and risk management issues.
Manages and implements college-wide training and professional development initiatives.
Manages the maintenance of the institution’s central position description file and periodically coordinates the review of all regular full time position job descriptions to ensure accuracy.
Manages the college’s institutional policy and procedures.
Oversees the disciplinary process including fact-finding of alleged causes of disciplinary action.
Consults with supervisors and employees to manage complex and sensitive employee relations matters.
Advises on work performance matters, including problem resolution, progressive discipline and annual performance appraisals.
Recommends career development opportunities to assist with retention and organizational structure.
Consults with managers and supervisors to provide support for recruitment, interviewing and selection of candidates, promoting diversity as a criterion for candidate consideration.
Oversee HR staff in management of benefits-related matters. Oversee maintenance of relationship with carriers, enrollment and cost considerations.
Administer wage and salary process to ensure externally competitive and internally equitable.
Oversee and manage maintenance of and changes to HR-related database and systems, records and files.
Analyze data and produce reports, documents and surveys as required.
Manages the coordination and implementation of the College’s annual evaluation process for full- and part-time employees.
Manages all aspects of the college’s general liability insurance including but not limited to: RFP process and coordinate with insurance broker regarding incidents, insurance coverages and claims.
Manages employee exit interview process and maintains database of retention findings.
Guides HR staff in developing and implementing HR sponsored events and initiatives, including but not limited to; Take Your Child to Work Day, staff appreciation events and wellness programs.
Participates in monthly Personnel Committee meetings. Prepares agenda and other relevant HR-related materials.
Represents the college at college-wide and community activities.
