The New England Convenience Store and Energy Marketers Association (NECSEMA) is a non-profit trade association representing the Convenience Store (c-store) and Energy Marketer industries and the companies that supply them. NECSEMA is the voice for these industries in the six New England states (ME, VT, NH, MA, RI, and CT) and on the national level through our membership in the Petroleum Marketers Association of America (PMAA: a federation of state petroleum marketer associations), and our affiliation with the National Association of Convenience Stores (NACS).
Duties, Responsibilities & Authority:
Government Relations/Communications (55% of time spent)
State Legislation/Regulation: The ED analyzes and tracks legislation and regulations on the state and local level, and works with contract lobbyists, membership and staff to prepare the association’s position papers, testimony and fact sheets on c-store and energy marketer issues. The ED serves as spokesperson for the association before the media and legislative bodies. The ED ensures the membership is fully informed on all issues of concern, and hosts regular state chapter calls/meetings in five states during the legislative session. The ED administers grassroots lobbying activities to further the association's legislative agenda.
PMAA: The ED serves as State Executive representative, and represents NECSEMA at PMAA on federal issues of concern to members. This includes attendance at key meetings as well as organizing membership on a grassroots level for federal issues. NACS: The ED serves on the State Executive Pilot program on state issues, and supports NACS by attending meetings as well as organizing membership on a grassroots level for federal issues.
Association Management (45% of time spent)
Personnel: The ED supervises two (2) part-time and one (1) full-time staff member and is responsible for recruiting, hiring, training, promoting, compensating and discharging staff. The ED establishes and implements administrative policies and procedures, including position descriptions, performance standards, performance appraisals and compensation systems. The ED provides the necessary staff liaisons to member committees to help them fulfill their goals and objectives, and assures that all committee decisions and recommendations are submitted to the Board for approval.
Fiduciary/Contractual: The ED oversees the authorized expenditure of funds, and regularly shares profit and loss and balance sheet reports with the Board. The ED plans, recommends for approval and then operates within the Board-approved annual budget. The ED executes contracts and commitments authorized by established policy or by the Board, and ensures that all funds and physical assets, including the office condo units, are appropriately managed.
Membership: The ED develops and supervises an effective membership development program that is designed to retain and expand membership. The ED is responsible for identifying and meeting with prospective members for the purposes of increasing member companies. The ED also supervises the maintenance of the membership database, manages the timely collection of all dues, and ensures that the organization is responsive to the needs of the membership.
Marketing: The ED supervises the development and dissemination of marketing materials, such as event marketing emails, a quarterly newsletter, and an annual membership directory. The ED maintains other media, including the web site, and supervises the association's fundraising, including advertising and sponsorship programs.
NECSEMA is looking for a leader who is comfortable working in an exciting, fast-paced environment. The ideal candidate should possess following qualifications:
Excellent multi-tasker who can work under pressure with tight deadlines and changing priorities
Strong organizational skills
Strong communications skills, including comfort speaking before large and small audiences as well as speaking with the media
Understands the legislative and regulatory process at the state and local level. Preferably has experience with managing legislative and regulatory issues
Minimum of five (5) years’ experience as a senior manager or in a leadership position at a trade association or similar organization, or in a convenience store or wholesale petroleum/energy marketer organization. Experience to include direct supervision of staff.
Experience with creating/managing budgets and contracts, as well as managing general office infrastructure
Preferably has experience with event programming, promoting, and fundraising, especially in a non-profit environment
Preferably has experience with membership development
Preferably has knowledge of the c-store and energy marketer industries
Is proficient in Microsoft Office and Outlook. Knowledge of Quick Books, Word Press, and social media platforms preferable
Education & Certification:
BS/BA required; advanced degree preferable
CAE certification preferable
Travel: Travel to the New England states and Washington DC is required. Approximately 25% of ED’s time is spent traveling, mostly within New England.
