The Senior Program Officer, Program Advocacy & Communications, will play a key role in the development and implementation of the foundation’s engagement strategy with the Global Fund to Fight AIDS, TB & Malaria. The Senior Program Officer will serve as the Resource Mobilization lead and will provide London-based leadership for the Global Fund portfolio, with a focus on the donor markets and high net worth individuals (HNWI). The Senior Program Officer will serve as day-to-day liaison for the Global Fund at the staff level and will manage the relationships of select grantees working in relevant markets. The Senior Program Officer will work closely with other members of the team to make and manage a portfolio of investments and will take a lead on investments specific to donor markets and HNWI. The Senior Program Officer will also play a key role in coordinating among the Donor Government Relations (DGR) team & between DGR and Program Advocacy and Communications (PAC) on Global Fund-related strategies, and will provide targeted donor advocacy support.
This position reports to the Deputy Director, Program Advocacy and Communications and is based in London.
Advanced degree preferred (or equivalent work experience) and minimum 10 plus years of experience in policy, advocacy or communications working with government, multilateral organizations, and/or NGO/civil society organizations.
Experience working with the Global Fund is preferred.
Hands- on experience/knowledge with resource mobilization and/or advocacy efforts focused on international development issues (Global Fund experience is preferred).
Demonstrated track record of working with political, civil society, governmental and philanthropic leaders, in Europe, at both national and global level.
Excellent written and communication skills in English; additional language proficiency is preferred.
Deep experience in the conception, design and management of strategies, initiatives and programs.
Experience developing, managing, and implementing projects, including partnering with grantees on the definition of objectives and deliverables and monitoring and evaluation of results.
Demonstrated understanding of the role of advocacy and communications efforts to increase awareness of health/development issues and build political/financial support for health and development goals in the developing world with governmental and non-state organizations.
Demonstrated success in leadership roles developing and managing policy and advocacy organizations, programs or initiatives requiring a combination of strong analytical and management skills.
Proven track record of building trust based relationships with internal and external stakeholders.
Experience creating and executing strategies that persuade key stakeholders to take action that will advance shared interests and business goals.
Ability and experience crafting a strategy or strategies after considering field and financial data, available resources, and goals while also anticipating and responding to shifts within the field, technology and the policy environment.
Aptitude to work with flexibility, creative thinking, non-traditional approaches, entrepreneurship, and diplomacy both individually and as part of a complex team effort.
