Access Services is located in El Monte, CA, which is a residential, industrial and commercial city in Los Angeles County. The City lies in the San Gabriel Valley east of the city of Los Angeles and northwest of Orange County. El Monte’s slogan is “Welcome to Friendly El Monte” and historically is known as “The End of the Santa Fe Trail.” With a population of approximately 113K, El Monte is a diverse community with easy access to some of Los Angeles County’s top colleges and universities, major entertainment venues, several professional sports teams, parks, indoor and outdoor recreation, and a vast array of restaurants.
Access Services, a local public entity, is the Los Angeles County Consolidated Transportation Services Agency and administers the Los Angeles County Coordinated Paratransit Plan on behalf of the County’s 45 public fixed route operators (i.e., bus and rail). Access facilitates the provision of complementary ADA paratransit services to certain persons with disabilities as under the name “Access Paratransit.” Paratransit is an alternative mode of flexible passenger transportation that does not follow fixed routes or schedules. Typically, vans or mini-buses are used to provide paratransit service, but also shared taxis and jitneys are important providers as a form of transportation. Complementary ADA paratransit is a federally mandated civil right for persons with disabilities who cannot ride the accessible public fixed route buses and trains.
The Executive Director (ED) manages subordinate Directors who supervise a total of 72 employees in the Operations, Finance, IT, Customer Relations, Government Relations & Strategic Planning, Administration and Human Resources & Training departments. The ED is responsible for the overall direction, coordination and evaluation of these units. This position carries out supervisory responsibilities in accordance with the organization’s policies and applicable laws. The ideal candidate will be a strategic, collaborative, bold, and innovative leader who naturally creates a team environment with staff and the Board of Directors. A proven skill set as a clear and transparent communicator; being organized and thorough in preparation, and an excellent example and mentor to staff within the agency and Citywide are essential. Bachelor’s Degree (BA, BS) from a four-year college or university in Government Communications or Business Administration, minimum of ten to fifteen years related experience; or equivalent combination of education and experience and a strong financial, fiscal and business acumen is expected.
